This fourth of a series of Employment Insurance (EI) monitoring reports examines how individuals, communities, and the economy are continuing to adjust to the reforms introduced under the EI Act in 1996 and 1997. The focus of the analysis is on the third full fiscal year that the EI system was in place (April 1999-March 2000). Trends identified in the 1999 EI monitoring & assessment report are also discussed in light of the findings.
