Abstract: This report presents the results of the project "Development of sector-specific baselines for energy-related Joint Implementation projects in the Baltic Sea Region". The project has developed baseline methodologies that can be used in the power and district heating sectors of the Baltic Sea Region, and has applied these methodologies to case studies in the Arkhangelsk region of Russia. Joint Implementation (JI) is the mechanism established under the Kyoto Protocol that provides Annex I countries or their companies the ability to jointly implement greenhouse gas emissions reduction or sequestration projects that generate tradable Emissions Reduction Units (ERUs)

Sustainability is a new, important discourse aimed at promoting a new strategy in the development of energy, water and environmental (EWE) systems — the key components that affect the quality of life on our planet. It is becoming increasingly clear that the quest for sustainable development requires integrating economic, social, cultural, political and ecological factors. The behavior and properties of an EWE system arise not merely from the properties of its component elements, but also to a large degree also from the nature and intensity of their dynamic interlinkages. This volume helps clarify the complexity of these problems by providing a deeper understanding of the implications of the different aspects of sustainability. This work contains a collection of selected, peer-reviewed and state-of-the-art reflecting papers that were presented at the Third Dubrovnik Conference on Sustainable Development of Energy, Water and Environment Systems that was held in June 5-10, 2005 in Dubrovnik, Croatia.

This submission functions as a place holder for texts to be developed under the Copenhagen Agreement in relation To The building sector. it is directly aligned with the draft Call for Action and essentially builds on the work of SBCI over the past three years. UNEP-SBCI proposes that emission reduction in buildings is recognized as an appropriate area for NAMA (Nationally Appropriate Mitigation Action) and that the development of frameworks required to monitor, report and verify such actions are included in a post-2012 Agreement.
