As the constitutional body that conducts elections, the Election Commission of India (ECI) has emerged as a trusted institution within the shared space of democracy in India. This process has, however, been a fraught one because of contestation over the ECI’s constitutional responsibility and the power of Parliament to make laws to govern electoral matters. This comprehensive monograph discusses the history of the ECI through a study of the measures it has adopted to ensure certainty of procedures in order to maintain the democratic uncertainty of electoral outcome. In this context, innovations such as the Model Code of Conduct have enhanced the rule-making powers of the ECI. Going beyond the ECI’s design and performance framework, Singh and Roy argue that changes in the nature of electoral contests and domination of political regimes have made the task of preserving electoral integrity and assuring its deliberative content a challenging one.

"This book offers an insight into the contribution of the Election Commission of India (EC) to the Indian democratic process through its regulatory role in conducting elections between 1990 and 2019. It elaborates upon the EC's interactions with pivotal state institutions - the parliament, the Supreme Court and political parties - to streamline democratic procedures during the aforementioned period. It demonstrates a comparison between important electoral procedures in India and those in other liberal democracies (Canada, the United States, the United Kingdom and South Africa, among others) to highlight the role of electoral institutions in democratisation. It also studies the sociopolitical situatedness of the EC as a body that moulds the political culture in India"--

No subject is more central to the study of politics than elections. All across the globe, elections are a focal point for citizens, the media, and politicians long before--and sometimes long after--they occur. Electoral systems, the rules about how voters' preferences are translated into election results, profoundly shape the results not only of individual elections but also of many other important political outcomes, including party systems, candidate selection, and policy choices. Electoral systems have been a hot topic in established democracies from the UK and Italy to New Zealand and Japan. Even in the United States, events like the 2016 presidential election and court decisions such as Citizens United have sparked advocates to promote change in the Electoral College, redistricting, and campaign-finance rules. Elections and electoral systems have also intensified as a field of academic study, with groundbreaking work over the past decade sharpening our understanding of how electoral systems fundamentally shape the connections among citizens, government, and policy. This volume provides an in-depth exploration of the origins and effects of electoral systems.

The political parties are a link between the citizens and the government and give meaning to the electoral process in a democracy. Since independence, political parties in India have been playing an important role in sustaining India’s democracy. A question may, however, be asked ‘how have they fared compared to their counterparts in other democracies?’ A comparison is perhaps possible based on the respective visions of the political parties as reflected in their election manifestoes. The present book examines the vision of political parties with respect to ‘administrative reforms’. Significantly, the two Administrative Reforms Commissions in the past identified a host of areas needing reforms. While a good many of their recommendations have been implemented, a larger number of them have remained unimplemented. ‘Lack of political will’ has often been held responsible for their non-implementation. The book attempts to draw attention to issues relating to administrative reforms at the level of the Central Government, the State Government and the Local Bodies.

This empirically rich volume presents a holistic picture of the electoral process in Indian states and the return of the BJP to power. Drawing on the 2019 elections, it presents ground-level data to understand various aspects of elections: the nature of campaigning, caste, class and identity politics, electoral issues, poll strategies of different parties in the fray, electoral issues, electoral verdicts, the contestants, the leadership factor, the formation of government, among other empirical details. The essays underline the determinants of electoral behaviour by looking into the correlation between the background variables of voters and their voting choices. The essays also compare and contrast the 2019 election verdicts from the earlier elections held in the state under study. A long view of Indian state politics, this book will be essential reference for scholars and researchers of politics, especially political processes, and South Asian studies.
