"Se impone una cabal reforma a las leyes sustantivas y procesales que permitan ajustar los dictados de la CDPD a nuestros ordenamientos internos, arcaicos y desfasados de los reclamos que en materia de discapacidad se exigen desde el Derecho (algunos países como Perú, Colombia, Argentina, Costa Rica, y muy pronto España, ya han dado pasos significativos en la construcción de este nuevo Derecho para las personas con discapacidad que transversalice todo el ordenamiento jurídico). Y no solo a partir de la CDPD sino también en las cien Reglas de Brasilia sobre acceso a la justicia de las personas en condiciones de vulnerabilidad. Empero, para avanzar se necesita ante todo sensibilidad humana. Los jueces no solo deben tener conocimiento del tema, han de estar al día en los estudios doctrinarios sobre discapacidad, tener herramientas jurídicas de la mano, saber interpretar el Derecho, integrar los principios generales y ahondar en la aplicación no solo del Derecho interno sino también de los tratados internacionales de derechos humanos. Algo similar debe acontecer con los notarios, abogados y fisca-les. Pero aún todo ello, se hace imprescindible su sensibilidad, más allá del sentido de una norma legal.
