This book is likely to become the definitive study on European global climate change politics. Its focus on the formulation, ratification, and implementation of the Kyoto Protocol within Europe make it essential reading for all who wish to understand how domestic foreign policy influenced the European Union s decision to ratify the Kyoto Protocol despite the United States decision to abandon the agreement. The book provides important historical background, case studies of the most influential European countries to shape the Kyoto Protocol, and an assessment of what enlargement means for the implementation of the agreement. It also examines how Europe s policies have shaped and been shaped by participation in the Kyoto negotiation and implementation processes. It will be an important item for the libraries of any institution or scholar with an interest in the role of Europe in addressing climate change. Miranda Schreurs, University of Maryland, US The core objective of this book is to better understand the role of foreign policy the crossovers and interactions between domestic and international politics and policies in efforts to preserve the environment and natural resources. Underlying this objective is the belief that it is not enough to analyze domestic or international political actors, institutions and processes by themselves. We need to understand the interactions among them, something that explicit thought about foreign policy can help us do. The eclectic group of contributors explore European and EU responses to global climate change, and provide insights into issues on environmental protection, sustainable development, international affairs and foreign policy.

The present energy economy, with its heavy dependence on fossil fuels, is not sustainable over the medium to long term for many interconnected reasons. Climate change is now recognized as posing a serious threat. Energy and resource decisions involving the carbon fuels therefore play a large role in this threat. Fossil fuel reserves may also be running short and many of the major reserves are in politically unstable parts of the world. Yet citizens in nations with rapidly developing economies aspire to the benefits of the modern energy economy. China and India alone have 2.4 billion potential customers for cars, industries, and electrical services. Even so, more than half of the world's citizens still lack access to energy. Decisions involving fossil fuels are therefore a significant part of the development equation. This volume explains how the law can impede or advance the shift to a world energy picture significantly different from that which exists today. It first examines the factors that create the problems of the present carbon economy, including environmental concerns and development goals. It then provides international and regional legal perspectives, examining public international law, regional legal structures, the responses of international legal bodies, and the role of major international nongovernmental actors. The book then moves on to explore sectoral perspectives including the variety of renewable energy sources, new carbon fuels, nuclear power, demand controls, and energy efficiency. Finally, the authors examine how particular States are, could, or should, be adapting legally to the challenges of moving beyond the carbon economy.

This Open Access book provides detailed information about the incoming Mexican Emissions Trading System, including an analysis on why the system was implemented, how the system was designed, how it operates, how it could work, and how it could be strengthened by 2023 when it will be formally launched. This document is aimed at those who want to understand how an ETS can operate in an emerging economy. Although it has been written for experts and non-experts, this book does not provide the underlying theory of market-based instruments and emissions trading systems in general. The book can be read from start to finish, but can also be used as a reference for specific components of regional ETSs. The book draws upon a meticulous study of background documents and fieldwork from different authors to tell the story of how a Mexican ETS, the first of its kind in Latin America, can be set in the country. The emissions trading system cover many greenhouse gas emissions and has been hailed as one of the cornerstones of the Mexican climate policy. The book also examines and explains how the ETS is designed and implemented.
