Maize is the staple food and principal cash crop in Mozambique. Production is dominated by small-holders who sell their surpluses to generate income. Southern Mozambique is a maize deficit region while the North is in surplus, therefore trade between these two areas has implications for food security in the country and is expected to accelerate economic development. This study attempts to measure the extent of market integration between major maize markets in Mozambique. }The study is organised into six chapters. Chapter One presents findings of the investigation into the dynamics and operation of informal maize markets in Mozambique. Chapter Two presents a brief overview of the methods used in the analysis of market integration and gives a review of international studies and studies specific to Mozambique on market integration. Chapter Three reviews agricultural policies in Mozambique and provides an overview of the maize markets in Mozambique. The methodology applied in the study in discussed in Chapter Four while Chapter Five presents a discussion of results from the econometric analysis. In conclusion, Chapter six provides a summary of the results of the market survey and on the basis of the econometric analysis forwards recommendations.

This study responds to some of Mozambique's basic development challenges and provides qualitative and quantitative insights for policymaking from an economywide perspective. The report highlights the importance of agricultural development showing agriculture's large sectoral multiplier effects and that applying scarce capital to agriculture is generally more effective than applying it to industry and services. A novel CGE model is developed and used in a series of analyses focused on the impact and design of economic policy. Issues addressed are aid dependency, biases in price incentives facing the agriculture sector, improvement in agricultural technology and marketing margins, risk-reducing behavior and gender roles in agricultural production, and food aid distribution. The study also provides a future perspective and analyzes the Mozambican economy using dynamic macroeconomic modeling techniques, demonstrating that sophisticated analytical tools can be of significant value, even in "data-poor" situations.

We employ a computable general equilibrium approach to examine the effects of alternative food aid distribution schemes for drought-response food aid to Mozambique. Alternative schemes have very distinct impacts on household welfare and prices. Compared with monetization of food aid by government, direct distribution to households (by population shares) strongly benefits rural households. Even assuming that government cannot target food aid strictly at drought-stricken rural people, our results indicate that, when improving household welfare is the primary goal of the food aid, direct distribution of food aid to households is preferred.

Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

The use of food aid in poverty alleviation programs has been hampered by two problems: the inability to target to households in need, and the disincentive effects on agriculture. In this paper, we present econometric estimates of in Almost Ideal Demand System (AIDS) for households in Maputo, Mozambique, and develop a multi-market model to show that in Maputo, imported yellow maize is not only self-targeting, but that owing to a combination of the low cross-price elasticity with locally produced staples (particularly, white maize) and cross-border trade in food products, the disincentive effects on domestic agriculture have been negligible.
