This book offers an intersectional analysis of secondary and tertiary educational pathways of ethnic Hungarians, Romanians and Slovaks in the Autonomous Province of Vojvodina, Serbia. After a detailed overview of the legal and institutional context of national minority education in Serbia, the book presents qualitative and quantitative research results to illuminate the often invisible linguistic and cultural barriers that national minority high school graduates, university students and faculty may encounter. The author also focuses on the position of national minority women in Serbian higher education and academia, shedding light on the very gendered nature of the ‘glass ceiling’ that often holds members of national minority communities back from career building. This book will be of interest to policymakers seeking nuanced interpretations of multifocal inequalities, as well as academics in fields such as gender studies, migration studies, minority languages and communities, and the sociology of education.

This study scrutinizes the significance of transnational mobilization for language minorities, both with regard to their ability and their motivation to undertake such action. It is designed as interpretative case study on Romanian minorities in the post-communist countries of Serbia, Bulgaria, Ukraine, and Hungary. The book concentrates on immobile and marginal groups outside the focus of international politics and research. It contributes to recent research on cosmopolitanism: only an in-depth study of actors' everyday reality can produce qualified claims on the tense relationship between local rootedness on the one hand and possibilities for international mobility on the other. This, in turn, is vital to assess the vigor of international processes such as globalization and European integration. This open access book assesses Non-Territorial Autonomy (NTA) in terms of its practical capacity to support the linguistic, cultural, and educational rights of national minority groups across Europe. The fact that 2023 marks the 25th anniversary of the coming into force of the Council of Europe Framework Convention on National Minorities (FCNM) and European Charter for Regional and Minority languages (ECRML) makes this book especially timely and relevant. Its numerous detailed empirical studies, one of which uses FCNM reporting as a benchmark, give a picture of the extent (or otherwise) to which international minority rights standards are actually being realized through various NTA arrangements. In keeping with the principles laid out in these foundational documents, the contributions to this volume acknowledge that when it comes to the effective delivery of linguistic, cultural and educational rights, NTA is best regarded not as an alternative but as a complement to territorially based arrangements. David Smith holds the Alec Nove Chair in Russian and East European Studies at the University of Glasgow, UK. Ivan Dodovski is Professor in Critical Theory, and Dean of the School of Political Science at University American College Skopje, North Macedonia. Flavia Ghencea holds the Fundamental Institutions of Administrative Law Chair at the Faculty of Law and Administrative Sciences at Ovidius University of Constanta, Romania.

Derived from the renowned multi-volume International Encyclopaedia of Laws, this convenient resource provides systematic information on how Serbia deals with the role religion plays or can play in society, the legal status of religious communities and institutions, and the legal interaction among religion, culture, education, and media. After a general introduction describing the social and historical background, the book goes on to explain the legal framework in which religion is approached. Coverage proceeds from the principle of religious freedom through the rights and contractual obligations of religious communities; international, transnational, and regional law effects; and the legal parameters affecting the influence of religion in politics and public life. Also covered are legal positions on religion in such specific fields as church financing, labour and employment, and matrimonial and family law. A clear and comprehensive overview of relevant legislation and legal doctrine make the book an invaluable reference source and very useful guide. Succinct and practical, this book will prove to be of great value to practitioners in the myriad instances where a law-related religious interest arises in Serbia. Academics and researchers will appreciate its value as a thorough but concise treatment of the legal aspects of diversity and multiculturalism in which religion plays such an important part.
