Abstract: Among researchers of cultural economy, there is a broad agreement that historic preservation is a societally significant activity and that its benefits outweight the costs. Heritage can be seen as an asset in the knowledge and creative economy. However, there is a lot do to raise the economic analysis of built heritage to a level where it truly helps decision-making in the various scales from single projects to national budgets. This publication contributes to raising the 'strategic' discourse of heritage economics in the Nordic countries. It also shows some examples how heritage valuation could perform in planning and decision-making. The 'Economics and Built Heritage in the Nordic Countries' project, funded by the Nordic Council of Ministers, has aimed to raise public awareness about the value adding potential of heritage. It has gathered information and data sources and is preparing a Nordic and Baltic research agenda and a network of researchers across national borders. This publications includes key contributions of the conference 'Built Heritage - Value Adding Sector' organised by the project in Helsinki in December 2005

Preservation of built heritage is emerging as a major issue in the urban planning process of developing countries. This book criticizes the tendency of policy makers to sacrifice cultural remnants of the past for future benefits. It argues that policy makers must seek economically viable solutions to handle the problems of conserving built environment. Starting from the questions of what to preserve and for whom to preserve, the book makes a convincing case for conserving built heritage on economic grounds. This Brief is the first comprehensive coverage of law and policy intended to protect built heritage in Hong Kong. Although characterized as a city of skyscrapers and modernity, Hong Kong has a rich cultural heritage and a surprisingly rich built heritage. The text considers what “built heritage” means in Hong Kong and what built heritage there is in Hong Kong. It introduces general readers, practitioners and students to the issues facing built heritage protection and how such protection usually develops in a modern city. In particular, it considers the problems and disputes that provided the focus for development of law and policy in Hong Kong, especially the legacy of 150 years as a British colony and the consequent identification as a “borrowed” and “temporary” place. The Brief considers how effective law and policy has been in protecting built heritage under the colonial and post-colonial administrations- their successes and failures. These include the Kowloon-Canton Railway Station, the Antiquities and Monuments Ordinance, reclamation of Victoria Harbour, violent protests at Queen’s Pier, and the introduction of mandatory heritage impact assessments for government projects. The text concludes noting recent successes, which may indicate a brighter future for the protection of Hong Kong’s built heritage.
