In this book, Bowes and Krutilla bring together what is known and relevant about valuing the nonmarket services of the public forests and propose a new theoretical framework that allows multiple uses, the biological dynamics of the forest, and the institutional and economic realities of public forest management to be taken into account in forest planning and budgeting. The authors begin by tracing the development of multiple use in forest management and by exploring the multiple uses of the public forests and the economics of multiple-use forestry. They offer a masterful analysis of the nineteenth-century model of the single timber stand on which much forestry practice has been premised. Bowes and Krutilla then take a giant step forward by developing a larger theoretical framework and showing how forest structure and dynamics can be included in the economic model. The authors' rigorous exposition theory provides the foundation for analyzing case studies of management for timber and water yields in the Rockies, of recreation valuation in the Black Hills and White Mountain national forests, and of joint production in the White Clouds Peaks --- analyses that demonstrate the authors' great skill in developing practical methodologies to meet actual forest management problems.

This paper identifies the essential features of the forestry economics literature emphasizing what is different about forestry and what are forestry's important features for project and program analysis. The important conclusion, is that economic tools are both available and appropriate for the analysis of a wide range of forest policy problems. The report is divided into two parts. The characteristics that received special attention in the first part are the embodiment of both productive capital and final output in any standing forest inventory, and the long time periods that often distinguish forest production. A third distinguishing characteristics is the joint production nature of many forest resource services. The second part of the paper visits seven special topics that are important to forestry and economic development: (1) timber production; (2) smallholder forest management; (3) forestry research, education, and extension; (4) tenure; (5) policy spillovers from other sectors of the economy that can substantially alter forests and forestland management; (6) non-timber multiple use values; and (7) deforestation, timber famine or its counter, sustainable forest management.

In 1996 a major six-year research programme, 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources' was implemented at Department of Economics and Natural Resources, The Royal Veterinary and Agricultural University (KVL), Copenhagen. The research is funded by KVL; The Danish Agricultural and Veterinary Research Council; The Danish Research Academy; The Danish Forest and Landscape Institute; The Danish Forest and Nature Agency; and The Danish Environmental Protection Agency. The overall objective of the research programme is to enhance the economic theory of sustainable multiple-use forestry and landscape management planning. Emphasis is on decision-making ! management planning from an economic point of view, the basic criterion being rationality as implemented by application of Operations Research methods with regard to sustainable and multiple use of forests and other natural resources in the landscape. The research programme benefits from collaboration agreements with University of California at Berkeley, Department of Agricultural and Resource Economics, and Oregon State University, Department of Forest Resources. As part of the research programme, a second international conference and workshop was held 6 - 12 August, 1998 at KVL, with the title: '2nd Berkeley-KVL Conference on Natural Resource Management -Design and Implementation of Multiple-Use Management'. This event was financed by The Danish Research Academy. Some of the papers presented were selected for peer-reviewing and subsequent publishing. The outcome is the present book in which no paper has been previously published.
