Excerpt from Economic Notes on English Agricultural Wages In this little book I have tried to answer the question, whether it is possible to raise agricultural wages in England, without the advantages of the change being outweighed by disadvantageous consequences. More particularly, the argument is concerned with the policy of establishing minimum agricultural wage-rates by law. I have made no attempt in the following pages to gauge the poverty of the farm labourer or to estimate the distresses of his lot, except, indeed, in so far as a consideration of these things is essential to the economic argument. My reason for thus limiting the inquiry is a simple one. I believe that a demonstration of the possibility of improvement is a sufficient reason for action, without the sentimental appeal provided by a tale of horror.
