More particularly, the argument is concerned with the policy of establishing minimum agricultural wage-rates by law. I have made no attempt in the following pages to gauge the poverty of the farm labourer or to estimate the distresses of his lot, except, indeed, in so far as a consideration of these things is essential to the economic argument. My reason for thus limiting the inquiry is a simple one. I believe that a demonstration of the possibility of improvement is a sufficient reason for action, without the sentimental appeal provided by a tale of horror.
