Climate change is one of the greatest challenges facing human kind owing to the great uncertainty regarding future impacts, which affect all regions and many ecosystems. Many publications deal with economic issues relating to mitigation policies, but the economics of adaptation to climate change has received comparatively little attention. However, this area is is critical and a central pillar of any adaptation strategy or plan and is the economic dimension, which therefore merits the increase in attention it is receiving. This paper presents an extensive desk review of the available knowledge on climate change impacts and vulnerability in Italy and illustrates the state of the art of the adaptation policy and practice in the country, including early information on costs of impacts and costs of adapting to climate change. It aims at providing complete and accessible facts on the Italian approach to face climate change, which helps to frame the existing national adaptation efforts in the European and international arena. Section 1 introduces the expected climate change challenges relevant for the sectors of key national socio-economic and environmental interest in Italy. Section 2 illustrates the range of sectoral adaptation initiatives including legal frameworks and practical measures that have been already implemented in Italy despite the lack of a National Adaptation Strategy. In addition, the paper offers an Executive Summary, a series of Annexes providing supplementary information as well as a glossary of basic terms.

This study presents new estimates of economic impacts of climate change for Italy and other countries, obtained with a full-fledged Integrated Assessment Model (ENVISAGE), developed at the World Bank. This model is qualitatively superior to other models used in the past for the same purpose. It is found out that climate change is expected to reduce the Italian GDP in 2050, with respect to a reference baseline, by -0.31%. This figure is about two times higher than previous estimates. Declining tourism demand is the main driver of negative effects on GDP, as Italy would become less attractive as a tourist destination. By the end of the century, however, Italy would also experience severe losses in agricultural production, due to increased temperature and reduced water availability. Even if Italy will notably be affected by climate change, in the absence of any mitigation or adaptation effort, other countries in the Mediterranean will experience larger economic impacts. This is the case of Spain and Middle East - North Africa.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
