A critical issue which is fundamentally affecting the development of the Earth Observation sector is not so much the technology but the data policy. The conditions which govern access to the data, distribution of the data and the price of the data are now vital to the exploitation of this important environmental data resource. This book examines and analyses these data policy issues and recommends how the Earth observation sector can best develop appropriate and useful policies so that the scientific, operational and commercial value of the data can be maximised. This book provides a summary of the influences on Earth observation data policy and a review of the main organisations which develop Earth observation data policy including the United States, the committee on Earth Observation Satellites, the International Earth Observing System and space agencies such as the European Space Agency. The book analyses four key parts to Earth observation data policy: access to Earth observation data, data protection, pricing policy and data preservation. Details of the satellite Earth observation systems of the United States, Europe, Japan, Canada and other nations are included throughout the book. In preparing the book the author has interviewed over 70 experts in Earth observation data policy in Europe, the United States and Canada.

The result of a workshop bringing together an international advisory board of experts in science, satellite technologies, industry innovations, and public policy, this book addresses the current and future roles of satellite Earth observations in solving large-scale environmental problems. The book showcases the results of engaging distinct communities to enhance our ability to identify emerging problems and to administer international regimes created to solve them. It also reviews the work of the Policy and Earth Observation Innovation Cycle (PEOIC) project, an effort aimed at assessing the impact of satellite observations on environmental policy and to propose a mission going forward that would launch an "innovation cycle". The achievements of such a mission would feed back to innovations in next-generation observation technology, thus contributing to global policy demand for policy-relevant information. The fundamental legal basis for Earth observation (EO) and land remote sensing activities can be found in the international treaties and instruments concerning the peaceful use of outer space. Specifically, the parameters of Earth observation satellite data access policies are governed globally by the UN Principles on Remote Sensing. This article provides an overview of the UN Principles, highlighting issues of contention as well as practical obstacles to implementation. Subsequently, it analyzes the data access policies of space agencies in the United States and Europe, specifically addressing the national positions, agency policies and related interagency cooperative agreements for publicly sponsored EO programs. Further discussion stipulates current international developments in the area of data access and concludes with a summary of national and international data access policy trends in the US, Europe, and globally.
