Maintenance of navigation in the Nation's waterways requires the annual dredging of more than 400 million cubic yards of estuarine, lacustrine, and riverine sediments. As part of the Corps of Engineers' comprehensive Dredged Material Research Program, various avenues are being explored for productive uses of dredged material, with or without mechanical or chemical treatment. Several studies have been initiated seeking ways to use the fine-grained, low-density, high-water-content, nutrient-rich characteristics as assets rather than liabilities. These include using the material for strip mine reclamation, filling abandoned pits or quarries, cover for sanitary landfills, and agricultural land enhancement. Initial investigations are concentrating on aspects relevant to any related use, i.e., relatively long distance transport systems (including collection and distribution subsystems) involving pipeline, rail, barge, and other modes; and geochemical and geohydrological considerations of leachate and groundwater contamination potential.

The objective of the Dredged Material Research Program is to provide definitive information on the environmental impact of dredging and dredged material disposal operations and to develop technically satisfactory, environmentally compatible, and economically feasible dredging and disposal alternatives, including consideration of dredged material as a manageable resource. Data pertaining to the classification and engineering properties of dredged material are presented. Data were acquired from Corps of Engineers (CE) Districts, from published reports, and a program of sampling and testing of material to be dredged. Standard soil properties tests were used to determine the classification and engineering properties of dredged material samples. Sampling, test specimen preparation, and test descriptions are presented. Samples were classified in accordance with each of four standard soil classification systems. The engineering properties of ten samples of compacted dredged material were determined, and the results show that dewatered dredged material has properties comparable to those of similar types of soil. The engineering properties of dredged material in some containment areas are presented, showing the variation of properties with depth, time, and distance from the dredge discharge pipe. The study concludes that dewatered dredged material is a soil, can be analyzed as a soil, and can be used as a soil. The use of soil mechanics tests and the comparison between soil and dredgedd material are presented to encourage the productive use of dredged material as a natural resource in urban and other development projects, especially in areas where landfill needs can be met by available dredge material.
