Excerpt from District Councils: A Concise Guide to Their Powers and Duties MY object in compiling the following pages has been to compress into as small a space as practicable the multifarious powers and duties of a district council as the sanitary, highway, and local government authority. The book will, I hope, form a concise guide for the use of members and officers of district councils, and also serve the purpose of a convenient reference for members of the legal profession. The subjects are arranged in alphabetical order, which is, perhaps, the most convenient form in a work of this kind; and, as far as possible, kindred {subjects'have been grouped under one heading. Two matters with which I have dealt very briefly are the powers and duties of a district council (a) under the Unemployed Workmen Act, 1905, and (b) when in the position of a local education authority under the Education Act, 1902. The Unemployed Workmen Act will expire this year unless given a fresh lease of life by the Legislature; and the law of education is too large and special a subject to come within the scope of such a book as this.
