Which student has never been asked this question or never asked himself? In our increasingly globalized world, it has become a matter of course that even undergraduate education is often international in nature. Learning and improving another language, getting to know other cultures and versatile teaching styles but also challenging flexibility and adaptability to new environments are elementary parts of a stay abroad. Especially these points are interesting aspects on which international and globalized companies put a lot of emphasis when someone is applying for a job. These versatile advantages for the students, research teachers and future employers are desired by the educational institution university from completely different aspects. This is because the internationalization rate of an educational institution is a very special measurement figure in the global comparison of higher education institutions. The attractiveness factor of universities can be determined by a high ratio of international students. An increase in the quota results in a positive response from potential international students, as they explicitly look for an educational institution that meets their wishes for international exchange opportunities. This attraction factor, in turn, increases the internationalization rate, potentially leading students to choose the more internationalized higher education institution in the future. The partnership of universities is a very enriching factor for the exchange between lecturers as well as between students for the universities. Once cross-university partnerships exist or have been established, it is straightforward for higher education institutions to create an attractive offer for international students. Higher education institutions of the Anglophone countries have been very successful in the past decades in progressing towards internationalization. As others for instance German institutions lag behind, it could be very interesting to take a look at the higher education industry of countries like the U.S. and Canada. The purpose of this paper is to develop a framework which serves for a classification of different forms of internationalization in the higher education industry in the U.S. and Canada. Furthermore some important aspects and a checklist will be added to give the reader a solid overview of certain conditions for an internationalization strategy. It addresses people which are interested in the higher education industry, especially in the context of internationalization. For this reason, it is designed for people, who are working in the higher education industry as well as students. At the beginning there will be a short introduction into higher education of both countries as the definition of higher education differs from country to country. Subsequently the meaning of the term internationalization will be described. Having clarified the meaning, rationales for internationalization are given both at the national and institutional level. In the context of internationalization, the paper provides statistical data of the higher education industry of both countries, focusing on the effect of internationalization on the economy. After this profound information, the paper enters the main part of the topic. A framework is described, which serves to classify the different forms of internationalization in the US and Canada. In addition the process of internationalization in case of the New York University and its new ways in Abu Dhabi are specified in form of a case study. A list of aspects is provided to support managers in their approach to develop a successful internationalization strategy. Finally the paper will be summarized and completed by a final conclusion.

Romania is an active player in various international higher education areas, while undergoing a series of higher education reforms within its national framework. The Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania project was implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in the timeframe February 2012 – February 2014, being co-financed by the European Social Fund through the Operational Programme “Administrative Capacity Development”. The project aimed to increase the capacity of public administration for evidence-based policy making in the field of higher education, while focusing on good practices at international level and impact assessment. With the contribution of the national and international experts, the project has generated a number of analysis and studies on the existing higher education public policies (quality assurance, internationalisation, equity, data collection, the Bologna Process, financing of higher education). Based on the results of the project, the book will reunite a number of policy research articles which would tap into the innovative aspects of the project's activities and provide a concise overview of what good practices can be drawn from the empirical research conducted in this project. The book will therefore aim to improve the information on Romanian higher education reforms, as well as on the concrete evidence-based policy proposals which could be transformed into future policy solutions in the Romanian higher education system.

In addition, the global contributions within the book allow for a comparison and contrast of situations in different countries.
