On October 2, 1981, the President announced his decision to complete production of the M-X missile, but cancelled the M-X Multiple Protective Shelter (MPS) basing system. The Air Force was, at the time of these decisions, working to prepare a Final Environmental Impact Statement (FEIS) for the MPS site selection process. These efforts have been terminated and the Air Force no longer intends to file a FEIS for the MPS system. However, the attached preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the system in a different manner. The preliminary FEIS and associated technical reports represent an intensive effort at resource planning and development that may be of significant value to state and local agencies involved in future planning efforts in the study area. This report documents the methods, assumptions, and data used to estimate the regional economic impacts of M-X deployment. The central component of this analysis is a system of county-level interindustry models drawing on a modified version of the Regional Industrial Multiplier System (RIMS). These models, combined with estimates of the final demand changes associated with M-X deployment, permit projection of the project's direct and indirect economic effects.
