On October 2, 1981, the President announced his decision to cancel the M-X Multiple Protective Shelter (MPS) basing system. The Air Force was, at that time, working to prepare a Final Environmental Impact Statement (FEIS) for the MPS site selection process. This preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the M-X system in a different manner. The environmental technical report deals with impacts and constraints on urban growth that may result from M-X construction, and the mitigations to alleviate these impacts and constraints. Land area requirements are also forecast on a county level. Construction and operation of the M-X system would require a large area of land to be developed for urban purposes: residential, commercial, industrial, institutional and roadways. This Environmental Technical Report sets forth affected environment and environmental consequences analysis of the M-X project related to land ownership and croplands in the potential Nevada/Utah and Texas/New Mexico deployment regions. Three types of land ownerships are discussed here: privately owned land, state land, and federal land which is administered by the BLM. These are the only ownership types on which the project would be deployed. BLM land dominates in the Nevada/Utah region and private land dominates in the Texas/New Mexico region. While many types of land uses exist within the DDAs, the emphasis here is placed on homes, ranches, and croplands. The discussion on homes and ranches is important because all dwellings within a radius of 2,965 feet of a protective shelter (PS) would be required to be relocated or vacated to assure safety for residents and security for the project. With 4,600 PSs proposed and with a 1 sq mi safety zone around each having to be vacated, many homes and ranches would be affected, especially in the Texas/New Mexico region. Both irrigated and dry croplands are discussed here, with the main impacts being in the Texas/New Mexico region. The report sets forth the location, type, and value of croplands in both regions, as well as the extent of potential direct disturbance of croplands by deployment of the M-X system and construction of the potential operating bases.

Large-scale projects such as the M-X system are likely to result in transformations of communities and regions that are initially small in population and economic output. These socioeconomic changes would be induced during construction and operations phases of the project by expenditures for materials procurement and by direct employment of substantial numbers of workers. The direct economic effects are multiplied within the local economy to produce a larger total expansion of output and employment. One of the more immediate consequences of large-scale economic expansion in local areas which have a small available labor force would be rapid population growth as people move into the region to take advantage of the employment opportunities generated by the project. The Social Impact Assessment Model (SIAM) is a set of formal mathematical models which have been designed to provide quantitative projections of the effects of projects such as the M-X system on communities and regions. This preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the system in a different manner. The community population allocation model is designed to provide predictions or forecasts of how the population associated with the in-migrant (or nonlocal) work force generated by the M-X project will choose to distribute themselves among the communities within the affected counties and regions. In-migrant population is not likely to be uniformly spread among all the communities but would vary from place to place depending on the location of project employment sites relative to communities and the characteristics of individual communities. Some communities would have larger impacts because they are near an operating base or other location of project employment, while the attributes of other communities may attract larger shares of new population than might be expected based on their distance from project employment sites.
