Prepared by the Panel on Outcome Measurement in Early Childhood Demonstration Programs, this report attempts (1) to characterize recent developments in programs and policies for children and families that challenge traditional approaches to evaluation, and (2) to trace the implications of these developments for outcome measurement and for the broader conduct of evaluation studies. The report is divided into two parts. Part I begins by tracing the historical evolution of demonstration programs and their evaluations from 1960 to the mid-1970s. Next, the policy issues and programs that have evolved in recent years and that appear to be salient for the 1980s are examined in detail. Some important implications of these programs and policy developments for outcome measurement and evaluation design are then identified. Finally, implications of the evaluation process for the dissemination and utilization of results, for the organization and conduct of applied research, and for the articulation between applied research and basic social science are pointed out. Part II includes six background papers which were prepared by the panel members together with outside consultants to facilitate the panel's discussion of the evaluation of children's programs. Each paper covers a specific type of program: health, day care, family service, preschool compensatory education programs, and programs for the handicapped. In addition, a paper on the communication and dissemination of the results of evaluations is included. (MP)

Emotional health affects children's ability to learn and function productively in school. As such, schools have become venues for meeting the mental health needs of children. In this respect, schools have increasingly been viewed as centers for health services, especially school-based mental health services (SBMHS). To date and within this context, there have been few reports of how to plan and conduct program evaluation that have meaning for school professionals. Failure to systematically evaluate and document outcomes in SBMHS may serve to compromise child advocacy, policy enhancement, and program development in schools. This dissertation documents the process of planning and implementing an evaluation of a preschool intervention program, which had a mental health focus, in an urban school district. The program evaluation was formative in nature and scope, focusing on the process of program development and implementation, and it utilized a systems approach (Maher, 2000). For this evaluation of the preschool intervention program, three of the five questions delineated in the evaluation plan were answered. The results of the evaluation are presented along with the conclusions drawn from the evaluation's findings along with discussion of the process of formulating and conducting the evaluation. Relatedly, recommendations for the development and improvement of the early intervention program and the continued implementation of the program evaluation are provided.

This work summarizes a report that asks whether money invested early in a child's life pays dividends in the form of government savings or other societal benefits as he or she grows into adulthood. Is there a best method for determining what, if any, dividends have accrued? The authors identify the conceptual and methodological issues associated with the analysis of costs and outcomes of early intervention programs and review the prior application of these methods to several programs. This background leads to recommendations regarding the application of these tools for a particular public-private early intervention program, Starting Early Starting Smart (SESS). SESS was designed to test the effectiveness of integrating behavioral health services within primary care and early childhood service settings for children from birth to age seven.
