Pursuant to a congressional request, GAO examined the extent to which the Department of Defense (DOD) has applied the Government Performance and Results Act's outcome-oriented principles to the Chemical and Biological (CB) Defense Program, focusing on whether: (1) CB Defense Program goals are explicit and measurable; (2) the CB Defense Program has performance measures that assess outcomes and impacts rather than outputs and activities; and (3) organizations executing the CB Defense research, development, testing, and evaluation (RDT&E) activities have incorporated Results Act principles in their program planning and evaluation. GAO noted that: (1) DOD's CB Defense Program in general, and its RDT&E activities in particular, have not incorporated key Results Act principles, as evidenced by the fact that the goals of the program are vague and unmeasurable and do not articulate specific desired impacts; (2) in the absence of explicit and measurable goals, it is difficult to assess whether the program has been successful in achieving its goals; (3) the performance measures of CB Defense Program RDT&E emphasize activities rather than impacts; (4) the program is not being evaluated according to its impact on the defensive or operational capabilities of U.S. forces, either individually or collectively; (5) CB Defense Program planners use roadmaps to track program progress toward meeting chemical and biological defense goals; (6) these goals frequently take the form of advanced concept technology demonstrations; (7) however, the demonstration of a new defensive technology or capability is not a measure of the program's impact or contribution to the military's ability to survive, fight, and win in chemical and biological environments; (8) CB Defense Program research and development organizations have incorporated Results Act principles inconsistently; (9) only one organization had adopted the Results Act planning and evaluation tools; and (10) the remaining research and development organizations cited either the utilization of equivalent planning tools or the unique challenges of evaluating research and development activities as reasons why they had not or could not adopt the Results Act processes.

"Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. The U.S. Department of Energy (DOE) promotes scientific and technological innovation to advance the national, economic, and energy security of the United States. Recognizing the potential of microorganisms to offer new energy alternatives and remediate environmental contamination, DOE initiated the Genomes to Life program, now called Genomics: GTL, in 2000. The program aims to develop a predictive understanding of microbial systems that can be used to engineer systems for bioenergy production and environmental remediation, and to understand carbon cycling and sequestration. This report provides an evaluation of the program and its infrastructure plan. Overall, the report finds that GTL's research has resulted in and promises to deliver many more scientific advancements that contribute to the achievement of DOE's goals. However, the DOE's current plan for building four independent facilities for protein production, molecular imaging, proteome analysis, and systems biology sequentially may not be the most cost-effective, efficient, and scientifically optimal way to provide this infrastructure. As an alternative, the report suggests constructing up to four institute-like facilities, each of which integrates the capabilities of all four of the originally planned facility types and focuses on one or two of DOE's mission goals. The alternative infrastructure plan could have an especially high ratio of scientific benefit to cost because the need for technology will be directly tied to the biology goals of the program.
