While U.S. energy needs are currently met, the shrinking gap between global supply and demand draws the world closer to a tipping point at which human behavior is less predictable, competition overwhelms social and geopolitical normalizing forces, and conflict becomes more likely and more pronounced. Given concerns about future resource availability, DoD would be well served by devising and implementing a sustainable, resilient energy strategy that addresses current projections and adapts to evolving conditions.

Energy security is a fundamental requirement for national security, and global energy competition threatens to make Department of Defense (DoD) missions increasingly vulnerable to the whims of energy suppliers. DoD's approach to energy security must accommodate a highly uncertain outlook for energy resource availability. Although U.S. energy security needs are currently met, the shrinking gap between global supply and demand draws the world closer to a point at which competition disrupts social and geopolitical normalizing forces, and conflict becomes likely. While DoD expresses concern over trends that are threatening energy security, Defense planners still operate as if adequate energy supplies will continue to be available without interruption into the extended future. What limited energy-related planning that is currently done addresses only the symptoms of a systemic over-reliance on very few energy resources. This analysis offers key insights into what a shifting energy security environment is, and the paper provides a novel theoretical framework for how the United States can best respond to this ever changing energy security environment. The U.S. Department of Defense (DoD) has long recognized the strategic value of energy to its missions, and the energy resilience of DoD installations has become of increasing concern. Department of Defense Instruction 4170 requires installations to be more energy resilient, and as a result, many installations are pursuing microgrids to meet their energy resiliency goals and requirements. This report provides a resource for stakeholders involved in analyzing and developing microgrid projects at DoD installations. It builds on experience and lessons from the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) in supporting numerous DoD projects, including the microgrid at Marine Corps Air Station Miramar.(1)The report is structured following NREL's microgrid design process.

Department of Defense (DoD) installations rely on the commercial electricity grid for 99 percent of their electricity needs, but extensive energy delivery outages in 2012 have reinforced that the U.S. electricity grid is vulnerable to disruptions from natural hazards and actor-induced outages, such as physical or cyber attacks. In the event of a catastrophic disaster--such as a severe hurricane, massive earthquake, or large-scale terrorist attack--DoD installations would also serve as a base for emergency services. To enhance energy security, DoD has identified diversifying energy sources and increasing efficiency in DoD operations as critical goals. But how to enhance energy security across the portfolio of installations is not clear and several questions remain unanswered: Energy security for how long? Under what conditions? At what cost? The underlying analytical questions are, what critical capabilities do U.S. installations provide, and how can DoD maintain these capabilities during an energy services disruption in the most cost-effective manner? Answering these questions requires a systems approach that incorporates technological, economic, and operational uncertainties. Using portfolio analysis methods for assessing capability options, this paper presents a framework to evaluate choices among energy security strategies for DoD installations. This framework evaluates whether existing or proposed installation energy security strategies enhance DoD capabilities and evaluates strategy cost-effectiveness.

DCEI resilience is of critical importance for our nation’s security. DOE has a significant opportunity to build on the work it has already done in this area, and the recommendations contained in this report derive directly from insights provided by the RUs and other electric industry stakeholders with whom DOE seeks to improve its collaboration. Key to the success of improving DCEI resilience is establishing a structured, formalized team within DOE for industry engagement on DCEI issues. This would build upon the accomplishments made by DOE to date and serve as a prerequisite for moving forward on all the other proposals identified in this study. Together with the recommendations on the use of appropriated funds to support DCEI investments, and initiatives on resilience metrics and information sharing to help target such spending, the EAC believes the proposals and insights presented here offer significant opportunities for DOE and its partners to strengthen DCEI resilience.

"It is increasingly clear that continental United States (CONUS)-based installations no longer provide sanctuary to U.S. military forces prior to their deployment. The global reach of hostile powers with cyber, space and physical capabilities can contest friendly rear areas as well as forward deployed forces. The expanding battlespace includes CONUS-based command posts, critical supercomputing operations, intelligence, fusion and cyber assets used by a global force and the joint logistics and sustainment functions required to support multi-domain operations - all of which emanate from installations in the Strategic Support Area (SSA). From an energy perspective, this blurs the distinction between installation energy and operational energy, suggesting that approaches to energy security at the tactical edge may be relevant to installations within the SSA. Electric power is a critical infrastructure that is vital to the U.S. economy and national security. Today, the nation's electric power infrastructure is threatened by malicious attacks, accidents, and failures, as well as disruptive natural events. As the electric grid evolves and becomes increasingly interdependent with other critical infrastructures, the nation is challenged to defend against these threats and to advance grid capabilities with reliable defenses. On November 1, 2019, the National Academies of Sciences, Engineering, and Medicine convened a workshop to gather diverse perspectives on current and future threats to the electric power system, activities that the subsector is pursuing to defend itself, and how this work may evolve over the coming decades. This publications summarizes the presentations and discussions from the workshop.
