How can defense organizations best position themselves to adopt novel ideas and cutting-edge technologies? Many organizations within the Department of Defense (DoD) require the ongoing adoption of new methodologies and approaches as a part of their core operations. Constant shifts in the operational environment, to include ever-changing adversaries, require DoD organizations to remain fast and agile in the course of mission accomplishment and overall readiness. A history of both successes and failures contains several lessons learned and opportunities to improve the crucial process of adopting innovations. This thesis will analyze the behavior of three organizations in order to better understand the DoD's adoption of other transactions authority (OTA). In order to achieve this objective, a literature review is conducted to examine an existing body of literature surrounding the topic of innovation adoption, to include challenges specific to defense organizations attempting to adopt innovations. An analysis is conducted using Everett Roger's Five Stages Adoption Model, and key themes within the literature are analyzed, in order to assess the adoption of OTA within the National Aeronautics and Space Administration (NASA), the Defense Advanced Research Projects Agency (DARPA), and the Defense Innovation Unit Experimental (DIUx). The Task Force arrived unanimously at one overriding conclusion: the Pentagon is not moving at the speed necessary to meet the national security needs of the United States. Our nation is awash in innovation, and we believe that the Department of Defense’s (DoD) challenges are not primarily about technology but instead center around culture and process. It takes far too long to transition technology to the warfighter, and DoD’s process- focused, risk-averse culture creates enough obstacles to make it nearly impossible for non- traditional defense companies to contribute to the DoD mission. Many studies have made recommendations to address DoD’s innovation adoption and scaling problem, but the solution boils down to changing a culture that favors caution and existing processes into a culture of innovation that embraces experimentation, agility, learning, and risk.

Technology innovations in the U.S. Department of Defense (DoD) have delivered unmatched national security capability for the United States for the greater part of the last seven decades. Federal research and development funding is at the heart of the U.S. high-technology advantage. Continuing to push the technology envelope is central to maintaining U.S. preeminence in military capability. As Secretary of Defense Ashton Carter made clear in his Silicon Valley speech in April 2015, “threats to our security and our country’s technological superiority are proliferating and diversifying.” The U.S. global lead in defense technology is being actively eroded by potential competitors who themselves are pursuing advanced technologies to develop asymmetric capabilities that challenge the U.S. ability to carry out critical missions. This report explores the context of the global innovation environment that is driving the need for DoD to better connect with the global commercial economy.
