Since its inception, one of the distinguishing features of the project of European integration has been the overcoming of internal borders. This aim has had one of the most remarkable outcomes in the history of cross-border cooperation, resulting in the creation of territorial structures known as Euroregions, with or without legal personality, and with substantial financial support from EU institutions. This distinctive element is characteristic of the models and achievements of cross-border cooperation in Europe and North America. At a time of reflection about the European integration model and its future, it is interesting to investigate the different aspects involved in cross-border cooperation, from a historical perspective projected onto the future. This volume looks at cross-border cooperation from a multiplicity of perspectives, examining its motivations, its actors, its inclusion in the context of international relations, its organizational models, its outcomes and its impact on labour markets, economic development, neighbourhood policies and the creation of new identities. Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict.This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

The book is devoted to borders, cross-border collaboration and cross-border integration, analyzing European border twin towns and continental integration processes as a context for the investigation. Those pairings - towns located on the border and directly neighboring each other - serve as an interesting microcosm where, on a reduced scale, continent-wide phenomena can be observed and tested. Constituting on the one hand exceptions in the territorial-political development of European states, on the other phenomena typically embodying Europe's historic territorial complexity, they are often termed 'laboratories of European integration'. This means they are forerunners of continent-wide processes, where the 'European' idea is tested in micro-scale. At the same time they challenge state boundaries, still one of the most crucial elements of sovereignty, defining the shape of the nation state. The aim of the book is to draw a picture of European integration in a down-scaled perspective by testing the cross border collaboration and integration of border twin towns. The main question raised here is how the European project is implemented on borders at the local level. It is operationalized by the secondary questions: How has the European integration process reorganized the spatial-political order, based on Westphalian principles? How do border twin towns structure their mutual relations? What is the role of the historic legacies in current collaboration and integration? Why and how do the towns integrate? And last but not least, how should the newly emerged structures crossing state boundaries be governed? The author answers these questions by testing 24 border twin towns pairs in various parts of the continent.

This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas
