I HAVE the honour to inform your Excellency that 1 have received, through Her Majesty's Consul-General at Havana, telegraphic instructions from Earl Granville, Her Majesty's Principal Secretary of State for Foreign Affairs, to inform the Spanish military and naval authorities here that Her Majesty's Government, while reserving the question of the executions that have already taken place for future consideration, will hold the Spanish Government and all persons concerned responsible for any further executions of British subjects. And in pursuance of my duty I herewith acquaint your Excellency with the above determination of Her Majesty's Government, earnestly requesting your Excellency will give to same the consideration it merits.
