Cooperative Engagement Capability (CEC) is a system which promises to transform naval surface warfare to a major extent. An official description of the system states: Cooperative Engagement Capability (CEC) enables battle group ships and aircraft to share sensor data at speeds never seen before providing the entire battle group with a single integrated air picture. This revolutionary capability doesn't require additional radars or weapons but instead shares information with existing systems. CEC brings significant improvements in several areas: " Air contact tracking accuracy." Continuity of track." Air contact identification consistency. These pieces of information, collected and shared by assets throughout the battle group, increase the size of battle space protection. They enable the battle group to more accurately identify air contacts before they can threaten the battle group. Once CEC is installed on all the battle groups, every ship and Hawkeye 20001 in the battle group will be capable of seeing the same target many miles away. This could not happen using only the ship's own organic sensors. CEC extracts data from sensors aboard surface ships and aircraft throughout the battle group operating region and displays fire control quality data, within microseconds, to every asset in the battle group. Having a fire control quality track on a target as it approaches the battle group enables all ships to engage at their maximum intercept range, taking into account the performance characteristics of each of the missiles. CEC gives the battle group commander an umbrella to protect all the ships and aircraft in the battle group and extends that umbrella of protection well beyond the outermost sensors of the battle group.2.

A cooperative system is defined to be multiple dynamic entities that share information or tasks to accomplish a common, though perhaps not singular, objective. Examples of cooperative control systems might include: robots operating within a manufacturing cell, unmanned aircraft in search and rescue operations or military surveillance and attack missions, arrays of micro satellites that form a distributed large aperture radar, employees operating within an organization, and software agents. The term entity is most often associated with vehicles capable of physical motion such as robots, automobiles, ships, and aircraft, but the definition extends to any entity concept that exhibits a time dependent behavior. Critical to cooperation is communication, which may be accomplished through active message passing or by passive observation. It is assumed that cooperation is being used to accomplish some common purpose that is greater than the purpose of each individual, but we recognize that the individual may have other objectives as well, perhaps due to being a member of other caucuses. This implies that cooperation may assume hierarchical forms as well. The decision-making processes (control) are typically thought to be distributed or decentralized to some degree. For if not, a cooperative system could always be modeled as a single entity. The level of cooperation may be indicated by the amount of information exchanged between entities. Cooperative systems may involve task sharing and can consist of heterogeneous entities. Mixed initiative systems are particularly interesting heterogeneous systems since they are composed of humans and machines. Finally, one is often interested in how cooperative systems perform under noisy or adversary conditions. In December 2000, the Air Force Research Laboratory and the University of Florida successfully hosted the first Workshop on Cooperative Control and Optimization in Gainesville, Florida. This book contains selected refereed papers summarizing the participants' research in control and optimization of cooperative systems. This book brings together a prominent group of experts, including several recently appointed government officials, to examine an alternative form of security, one that emphasizes collaborative rather than confrontational relationships among national military establishment. Global Engagement offers a complete analysis of the concept of cooperative security, which seeks to establish international agreements to regulate the size, technical composition, investment patterns, and operational practices of all military forces for mutual benefit. It explains how cooperative security also aims to create mechanisms to prevent the proliferation of weapons of mass destruction and regional conflict.
