Despite a long history, the organized field of research on voluntaristics in Japan has emerged only in the past two decades. This article presents a comprehensive review of voluntaristics research in Japan through an overview of past studies and recent hot topics. Nonprofit sector and voluntary action research, now termed voluntaristics (Smith, 2016), is reviewed here using four approaches: organizational, economic, employment, and charitable giving. Discussion of recent changes in the political-legal environment for nonprofit agencies and associations as well as of collaboration among nonprofits, governments, and businesses are presented. The article also covers some of the key topics in recent years, including rising social movements and advocacy, social impact bonds, social capital, and information and communication technologies (ICT) and social media. In discussing the emergence, expansion, and diversification of nonprofit research in Japan, the article makes two main arguments. First, we argue that studies of voluntaristics are rather recent in Japan, still in pursuit of their own originality. Second, we argue that nonprofit research in Japan is constantly looking for an ideal relationship with practice. Research appears to have not fully caught up with the changing landscape of nonprofits in action, and research has not been able to guide practice into the best next steps. The article highlights characteristics of nonprofit sector research in Japan as well as suggesting key questions for future research.

The Japan Teachers' Union, which represents 500,000 elementary and lower secondary school teachers, is an important interest group in Japanese politics. It is especially significant as a radical group operating both within and outside the political system and in direct conflict with conservative government policies in education and other areas of domestic and foreign policy. Donald R. Thurston's descriptive and analytic study of this most controversial labor union reveals a great deal about Japan's educational and political systems, and about the teaching profession in Japan and its relations with government and the community. It will therefore be of great interest both to political scientists and to those interested in comparative education. The purpose of this broad cross-sectional case study of the Japan Teachers' Union was to find out how much influence it has had on its own members and on the formulation and implementation of educational policies. The conclusion is that the union is much more influential at the local level where educational policies are implemented, and changed in the process of implementation, than at the national level where policy is formulated. It also shows that the Japan Teachers' Union has changed teachers' attitudes towards their roles, and that although the JTU is attached to the left-wing Japan Socialist Party, it is much more autonomous than has been thought. Public management research has in recent years paid increasing attention to the third sector, especially to its role in the provision of public services. Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.
