This work applies the theory and techniques of economic efficiency measurement to the realistic context of the ports industry. The objective is to assess the practical impact of port privatization policies upon the economic performance of the sector. Specifically, this volume presents Korea’s port and terminal development plans and systematically analyses not only the process and results of privatisation, but also the claims of its proponents that it leads directly to improved efficiency. However, with increasing competition of the global and surrounding ports, Hong Kong has started losing its leadership in container handling mode and if it is not being dealt with quickly, other ports will catch up Hong Kong in years to come. The Hong Kong Government has produced some strategies in maintaining the Hong Kong's leadership in the port industry and one direction is to improve the port productivity. This paper reviews the issue of productivity of container terminal from the point of view of the container terminal operator. There are many factors that affect the productivity of a container terminal, however, the only one that are under direct control of a container terminal operator is the operation productivity within the terminal. In this study, terminal operation productivity is evaluated in two parts; a macro-analysis of container terminals in different continents follows by a micro-analysis of a single container terminal in the South China region. The macro-analysis involves a benchmarking study of various high throughput container terminals selected from the top 10 container ports III 2001. The benchmarking study reviews the key performance indicators of terminal productivity and through comparison of various terminals; the current terminal performance in the high throughput container terminals is evaluated. The micro-analysis reviews the container handling operations within a terminal in details. A container terminal is divided into 3 parts, the quayside, the yard and the gate. D.

The yard block of a container terminal is the central point of synchronisation for asynchronous container flows between deep-sea vessels and transport to the hinterland. The structure of the block stipulates that containers are stacked on top of each other with only the topmost container directly accessible by a yard crane. This book describes a holistic and integrative approach to container handling in yard blocks to optimise productivity by minimising re-handling operations. The results provide insights for academic scholars as well as for experts from practical terminal planning and operations. The approach presented is two-fold: first, a theoretical foundation of the interdependencies in decision-making is established using mathematical programming. Secondly, operations involving uncertain container arrival information are examined on the basis of a simulation with a rigorous experimental design and statistical evaluation. In this context, the book develops container-handling strategies and analyses the impact of a system for vehicle arrival management – the "Terminal Appointment System". The findings presented in this book are the result of a close cooperation with experts at the port of Hamburg and build on previous research.

Container Terminals (CT) operate as central nodes in worldwide hub-and-spoke networks and link ocean-going vessels with smaller feeder vessels as well as with inbound and outbound hinterland transportation systems using road, rail, or inland waterways. The volume of transcontinental container flows has gained appreciably over the last five decades -- throughput figures of CT reached new records, frequently with double-digit annual growth rates. Stimulated by throughput requirements and stronger competition between terminals settled in the same region or serving a similar hinterland, respectively, cost efficiency and throughput capabilities become more and more important. Nowadays, both terminal capacity and costs have to be regarded as key indicators for CT competitiveness. In respect of this steady growth, this handbook focuses on planning activities being aimed at “order of magnitude improvements” in terminal performance and economic viability. On the one hand the book is intended to provide readership with technological and organizational CT basics for strategic planning. On the other hand this book offers methodical assistance for fundamental dimensioning of CT in terms of 'technique', 'organization' or 'man'. The former primarily considers comprehensive information about container handling technologies representing the state of the art for present terminal operations, while the latter refers to methodological support comprising in particular quantitative solutions and modeling techniques for strategic terminal decisions as well as straightforward design guidelines.
