This edited volume explores the relationship between constitutionalism and populism in the Italian context. Italian populism is of interest to comparative lawyers for many reasons. Firstly, the country has a long-lasting tradition of anti-parliamentarism over the course of its history as a unitary state. After the 2018 general election, it has turned into the first European country in which two self-styled populist parties formed a coalition government. Although it collapsed in August 2019, many issues that it had raised remain. Secondly, as Italy is a founding member of the European Communities, the constitutional implications of populist politics have to be considered not only within the national framework but also in a wider context. This book argues that the relationship between populism and constitutionalism should not be seen in terms of mutual exclusion and perfect opposition. Indeed, populism frequently relies on concepts and categories belonging to the language of constitutionalism (majority, democracy, people), offering a kind of constitutional counter-narrative.

Italian Constitutional Justice in Global Context is the first book ever published in English to provide an international examination of the Italian Constitutional Court (ItCC), offering a comprehensive analysis of its principal lines of jurisprudence, historical origins, organization, procedures, and its current engagement with transnational European law. Italy is left out of most contemporary comparative studies of political systems. This omission can be due neither to any intrinsic unimportance of Italy in Europe, nor to the absence of parallel similarities and differ ences - the prerequisites of comparative explanation - between the Italian and other Western political systems. It may be due to the paucity of case studies of Italian politics, upon which comparisons would have to be based. Professor Bucci's book will contribute toward overcoming this scarcity. Not only is Italy under-represented in comparative studies of post war European politics, but there is also a shortage of monographs dealing with particular aspects of Italian politics since the founding of the Republic, especially in English. This title was first published in 2000: A guide to the changing place of political parties within the Italian political system, seeking to shed light on how the parties operate and their role in the country's politics. Starting from a recognition of the traditional centrality of parties in Italian political life, the book's main focus is on the consequences and causes of the transformation in the party system which began to unfold from 1989 onwards. Arguing that the latter has its roots in the specific choices made by the traditional parties as they attempted to adapt to change in their electoral environment, the book then proceeds to examine what effects the changing party system is having on such traditional, "party-driven" features of Italian politics such as "sottogoverno" and "lotizzazione" and on the functioning of such institutions as parliament and the executive. The book concludes by attempting to assess whether parties are still central to political and civil society or whether their role has diminished in importance.
