Protected areas are the dominant approach to protecting biodiversity and the supply of ecosystem services. Because these protected areas are often placed in regions with widespread poverty and because they can limit agricultural development and exploitation of natural resources, concerns have been raised about their potential to create or reinforce poverty traps. Previous studies suggest that the protected area systems in Costa Rica and Thailand, on average, reduced deforestation and alleviated poverty.We examine these results in more detail by characterizing the heterogeneity of responses to protection conditional on observable characteristics. We find no evidence that protected areas trap historically poorer areas in poverty. In fact, we find that poorer areas at baseline seem to have the greatest levels of poverty reduction as a result of protection. However, we do find that the spatial characteristics associated with the most poverty alleviation are not necessarily the characteristics associated with the most avoided deforestation. We show how an understanding of these spatially heterogeneous responses to protection can be used to generate suitability maps that identify locations in which both environmental and poverty alleviation goals are most likely to be achieved.

Protected areas (PAs) contain biodiversity and ecosystems of high conservation value. In addition, these areas provide a range of benefits, both direct and indirect, to our societies and economies, i.e. so called ecosystem services. These services include, for example, an ecosystem's ability to regulate floods and climate, purify water, secure the pollination of crops, and create opportunities for recreation, culture and tourism. This book offers a comprehensive introduction to the socio-economic benefits of PAs and PA networks and provides step-by-step practical guidance on identifying, assessing and valuing the various ecosystem services and related benefits provided by PAs. It also aims to improve the communication of PA benefits to different stakeholders and the general public. It is shown that identifying and valuing the socio-economic benefits of PAs can be beneficial for several reasons. National parks and reserves are globally popular approaches to protecting biodiversity and the supply of ecosystem services. Because these protected areas limit agricultural development and exploitation of natural resources, they are frequently opposed in developing nations where reducing poverty is an important social objective. Conservation advocates argue that protected areas can alleviate poverty by supplying ecosystem services, promoting tourism and improving infrastructure. Thus 'win-win' scenarios may be possible in which ecosystems and their services are protected and poverty is alleviated. Previous studies (Andam et al. in Proc Natl Acad Sci USA 105(42):16089-16094 2008; 2010) suggest that Costa Rica's protected area system reduced deforestation and alleviated poverty. We demonstrate that these environmental and social impacts were spatially heterogeneous. Importantly, the characteristics associated with the most avoided deforestation are the characteristics associated with the least poverty alleviation. In other words, the same characteristics that limited the conservation effectiveness of protected areas may have improved the social welfare impacts of these areas. These results suggest that 'win-win' efforts to protect ecosystems and alleviate poverty may be possible when policymakers are satisfied with low levels of each outcome, but tradeoffs exist when more of either outcome is desired.
