This report is one of a series describing the research program undertaken by the Aerospace Medical Research Laboratory to develop procedures for predicting community noise exposure resulting from aircraft operations. This report outlines the acoustic measurement test conditions, the acoustic data reduction and interpretation procedures, and the type of aircraft performance information needed to obtain a noise data file for predicting the noise produced by aircraft operations. The procedures result in the descriptions of the noise of an aircraft in terms of the effective perceived noise level, the sound exposure level and several other noise measures. Level flight measurements and static engine noise tests are described, and are applicable to conventional fixed wing aircraft and helicopters.

This report is one of a series describing the research program undertaken by the Aerospace Medical Research Laboratory to develop procedures for predicting the community noise exposure resulting from aircraft operations. It reviews current methods for predicting noise exposure around an airport, the results of various social surveys around airports, and psychoacoustic studies of aircraft noise signals, as well as effects of aircraft performance, flight path dispersion, non-standard weather effects, and other factors affecting the accuracy and variability in predicting aircraft noise exposure on the ground. These reviews and analyses are used to recommend a revised procedure for predicting noise around air bases.

This report describes a computer program to calculate community noise exposure as determined by the Noise Exposure Forecast (NEF) methodology. Studies by the United States Environmental Protection Agency have meanwhile led to the specification of another community noise exposure measure: the Day/Night Average Level (DNL). Since the two types of descriptors are essentially similar, the computer program may be adapted to this new unit when the need arises without the need to redevelop the computational algorithms.

This guidebook should be of interest to airport managers and other staff from airports of all sizes who are responsible for responding to neighboring communities regarding aircraft noise issues. It provides guidance on how best to improve communications with the public about issues related to aircraft noise exposure. Specifically, the guidebook presents best practices that characterize an effective communications program and provides basic information about noise and its abatement to assist in responding to public inquiries. It also suggests tools useful to initiate a new or upgrade an existing program of communication with public and private stakeholders about noise issues. An accompanying CD-ROM contains a toolkit with examples of material that has been successfully used to communicate information about noise, as well as numerous guidance documents about noise and communications that have seldom been brought together in the same resource.

This report is one of a series describing the research program undertaken by the Aerospace Medical Research Laboratory to develop the procedures (NOISEMAP) and data base (NOISEFILE) for predicting community noise exposure resulting from military aircraft operations. It presents the results of field test measurements to define the single event noise produced on the ground by military fixed wing aircraft during controlled level flyovers and ground runups. For flight conditions, data are presented in terms of various acoustic measures over the range 200-25,000 feet minimum slant distance to the aircraft. For ground runups, data are presented as a function of angle and distance to the aircraft. All of the data are normalized to standard acoustic reference conditions of 59 F temperature and 70% relative humidity. This particular volume (Vol. 1) discusses the scope, limitations, and definitions needed to understand and use the subsequent volumes containing the noisefile data for military aircraft.
