From 1949 to 1978, communist elites held clashing visions of China’s economic development. Mao Zedong advocated the “first way” of semi-autarchy characteristic of revolutionary Stalinism (1929–34), while Zhou Enlai adapted bureaucratic Stalinism (1934–53) to promote the “second way” of import substitution industrialization. A Third Way tells the story of Deng Xiaoping’s experimentation with export-led development inspired by Lenin’s New Economic Policy and the economic reforms of Eastern Europe and Asia. Having uncovered an extraordinary collection of internal party and government documents, Lawrence Reardon meticulously traces the evolution of the coastal development strategy, starting with special economic zones in 1979 and evolving into the fourteen open coastal cities, the Hainan SEZ, and eventual accession to the global trade regime in 2001. Reardon details how Deng and Zhao Ziyang tackled large-scale smuggling operations, compromised with Chen Yun’s conservative views, and overcame Deng Liqun’s ideological opposition. Although Zhao Ziyang was airbrushed out of official Chinese history after June 4, 1989, Reardon argues that Zhao was the true architect of China’s opening strategy. A Third Way provides important new insights about the crucial period of the 1980s and how it paved the way for China’s transformation into a global economic superpower.

China's management of urbanization is an under-appreciated factor in the regime's longevity. The Chinese Communist Party fears "Latin Americanization" -- the emergence of highly unequal megacities with their attendant slums and social unrest. Such cities threaten the survival of nondemocratic regimes. To combat the threat, many regimes, including China's, favor cities in policymaking. Cities and Stability shows this "urban bias" to be a Faustian Bargain: cities may be stabilized for a time, but the massive in-migration from the countryside that results can generate the conditions for political upheaval. Through its hukou system of internal migration restrictions, China has avoided this dilemma, simultaneously aiding urbanites and keeping farmers in the countryside. The system helped prevent social upheaval even during the Great Recession, when tens of millions of laid-off migrant workers dispersed from coastal cities. Jeremy Wallace's powerful account forces us to rethink the relationship between cities and political stability throughout the developing world.

Today's hearing will cover China's maritime disputes in the East and South China Seas. We'll examine the security, political, legal, and economic drivers of these disputes in our three panels today. The first panel will begin by discussing the broad security situation on the high seas. As China's maritime forces have become more capable over the past decade, Beijing has become more confident in its ability to assert its claims in the disputed areas. Beyond China's "hard" security concerns, however, other domestic, political, and legal elements shape China's policy in the East and South China Seas. Our second panel will consider popular nationalism as one of these elements. It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Though the natural resources in the East and South China Sea undoubtedly shape the security landscape, there appears to be a debate on the centrality of oil and gas resources to the dispute.
