The Navy and Marine Corps are developing doctrine that will enable them to execute maneuver warfare from sea based platforms as part of a concept called "Operational Maneuver from the Sea" (OMFTS). A key part of the effort to develop this innovative doctrine involves establishing effective Command and Control (C2) organizations that will foster success on tomorrow's battlefield. Vying for consideration in future OMFTS doctrine are three different proposals for Command and Control architecture. They include use of the current doctrine as delineated in Joint Pub 3-02 (CATF/CLF); placing amphibious components under a fleet Composite Warfare Commander as a Naval Expeditionary Task Force; or establishment of "supported" and "supported" units by the Commander Joint Task Force. Each of these concepts trace their ancestry to recent periods in military history-World War II, the Cold War era, or the Post Cold War period. To some degree each one mirrors the organization, equipment, and military philosophy in use during their development. When examined and validated against the philosophical approach embodied in OMFTS, only the "supported/supporting" concept has the flexibility to work in the high tempo environment predicated by OMFTS.

The Navy operational concept, "Forward ... From The Sea," and the United States Marine Corps (USMC) concept, "Operational Maneuver From The Sea (OMFTS)," are intended to provide the Navy Expeditionary Force (NEF) with Innovative operational capabilities for exploiting emerging Technologies of the future. Ship-To-Objective Maneuver (STOM) is the key element of OMFTS, which will take advantage of the rapid maneuver of a combined force by air and surface means directly against inland objectives. OMFTS is the white paper that states what the Naval forces of the near future should be able to do. "Forward ... From The Sea," however, does not answer the question from the Navy perspective, "How do we get there from here?" "Forward ... Amphibious Maneuver from the Sea (FAMS)," when written, could be the combined concept, written by the Navy, which would begin to close the gap. It will provide the "ways and means" to support the "ends" that the USMC has proposed. The author will analyze potential challenges with doctrine, and with both current and advanced technologies as they appear in four key areas: command and control; fires; mobility; and logistics. It is these challenges which need to be addressed before these advanced concepts can come into fruition

The Navy-Marine Corps team envisioned in Sea Power 21 has the potential to offer the future Joint Force Commander (JFC) a significant capability with the application of Operational Maneuver From the Sea (OMFTS). In order to realize this potential however, the appropriate command and control structure must he available to the JFC. In a joint community that is becoming increasingly dependant on the use of functional component commanders in the execution of major operations, the need for a Joint Force Amphibious Component Commander (JFAMCC) is worthy of consideration as an organizational option. As amphibious command relationships continue to evolve, the need for a JFAMCC in addition to the Navy's Joint Force Maritime Component Commander (JFMCC) will he dependent on the size of the conflict, the geography of the theatre, and the capabilities of emergent weapons systems. The employment of an amphibious functional component commander offers significant benefits, however it also carries substantial costs. Considering those costs, the command relationships that are available for the planning and execution of amphibious operations are currently adequate. As the technology and procedures required for the execution of OMFTS mature, however, and amphibious forces are able to offer a truly operational capability to the JFC, a JFAMCC acting in concert with a JFMCC and the other standing functional component commanders will he an asset well worth the cost.

The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. In this paper, a solution to resolving current communications difficulties derived from OMFTS, is offered. Its basis is Battlefield Situational Awareness for the commander based on multi-spectrum satellite usage that stresses a primary communications network comprised of high speed data equipment with multiple capabilities. Communications systems must be distributed networks feeding real-time battlefield pictures to all echelons of the assault force down to the level of battalions and ships. Continuous situational awareness must be available in all dimensions. Digital communications networks, capable of processing critical information, will be needed in the amphibious assault. In addition to communications support between the Navy and Marine Corps, full integration of communications systems will be required in the joint environment. Though service-internal communication systems may be difficult to integrate, it is imperative that communications systems across service lines are fully integrated and interoperable. This paper addresses joint operations based on OMFTS and examines the problems encountered, while offering some possible solutions. Future systems research and procurement must be done jointly, across service lines. Cost and funding solutions are not addressed in this paper, and it is realized that these are primary factors when developing future communications systems. However, much of the equipment and technology currently exists and can be procured 'off-the-shelf' to support OMFTS. OMFTS is the future of amphibious warfare. Communications to support command and control during OMFTS has surfaced as the most critical element in executing this new and bold concept.

The vision of how the U.S. military will prepare to fight in the 21st century is the focus of JV 2010. The concept of Full Spectrum Dominance (FSD) was introduced as the underlying theme to achieve the goals of JV 2010. At the heart of FSD is the requirement to obtain information superiority on the battlefield. Network-Centric Warfare (NCW) is a concept that has spawned from advances in information and systems technologies. Through improved situational awareness and increased speed of command, NCW offers a means to gain information superiority and promises to significantly enhance the function of Command and Control (C2). Additionally, as Operational Maneuver from the Sea (OMFTS) represents the changing nature of amphibious operations, a thorough review of C2 doctrine is required. In view of the significance of information superiority and the potential for NCW to enhance the function of C2, it is imperative to include NCW concepts in doctrinal discussions concerning future amphibious operations. Integrating Commander Amphibious Task Force/Commander Landing Force (CATF/CLF) doctrine with NCW and "supported/supporting" forces fulfills the C2 requirements of OMFTS.
