"The State of Indiana has submitted its Lake Michigan Coastal Program to the Office of Ocean and Coastal Resource management for approval pursuant to section 306 of the federal Coastal Zone Management Act of 1972 as amended (CZMA), 16 U.S.C. 1451 et seq.
