This is a literature review on land use and integrated land use management systems in Uzbekistan. The review aims to synthesize and examine the state of knowledge and the scope for establishing various integrated resource and land use management strategies such as types of agroforestry systems and integrated pastoral management for the sustainable management of forest and agricultural resources in Uzbekistan. The review also aims to explore land use governance in Uzbekistan, delving into the governance structures, formal and informal institutions, their transformations, and path dependencies that shape the post-socialist realities for Uzbekistan. The report reflects upon the land use governance and management practiсes in Uzbekistan against the key principles and suggestions made in the international academic literature on integrated land use systems and governance in semi-arid regions. Drawing on the experiences made in two pilot sites in Uzbekistan (Bukhara and Navoi) with co-management regimes around livestock herding and agricultural use in forest areas, the report seeks to elaborate governance guidelines and recommendations tailored to the specificities and socioeconomic and ecological challenges of the two pilot regions.

This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

To improve their well-being, the poor in developing countries have used both collective action through formal and informal groups and property rights to natural resources. Collective Action and Property Rights for Poverty Reduction: Insights from Africa and Asia examines how these two types of institutions, separately and together, influence quality of life and how they can be strengthened to improve the livelihoods of the rural poor. The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

The complex of ecological problems in Central Asia, especially in Uzbekistan, is linked to rapid ongoing demographic and economic processes. However, geographical location has its own peculiarity. Aridity of the climate in Uzbekistan makes water resources as main limiting factor for sustainable economic development (Chub et al., 1998; RECCA, 2011). Annual precipitation, ranging from 80-200 mm in plain to 300-400 mm in foothills and 600-800 mm in mountain rangelands (Chub, 2007), is considerably lower than the evaporation demand of atmosphere (FAO IPTRID et al., 2004). Thus, agriculture, accounting about 90% withdrawal of total available water resources in Uzbekistan, is impossible without irrigation (Qadir et al., 2009). Moreover, agricultural production is highly vulnerable to climate change (Lioubimtseva & Henebry, 2009). High fluctuation of precipitation and temperature increase may influence land use in irrigated lands, create difficulties in water management at regional and local scales, and increase competition of scarce water resources among water users in various sectors.

Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.
