Innovation and technological progress have changed the markets' structure in the entire world. Thus, the emergence of online markets and business models based on sharing goods have resulted in a strong disruptive effect on the relations established between firms and customers. Currently, the collaborative economy raised a number of problems regarding the implementation of the existing legislation by reducing the lines laid down between customer and supplier, free-lancer employee and worker, but also between independent activities, namely the provision of professional services. This may lead to a high degree of uncertainty regarding the applicable rules, in particular when the regulatory actions are not coordinated or are divergent at national or local level. The current study analyzes the efforts of regulation made by the European institutions in this direction, but also the effects on the potential competition which the collaborative economy could generate at the level of the Single Market.

This study assesses the business environment affecting the collaborative economy across six themes (accommodation, transport, finance, public administration, business support and alignment) in the 28 EU Member States. The study has established indicators to measure the main features affecting the development of the collaborative economy. It has developed a "Collaborative Economy Index" to benchmark the business environment. Based on the Index results, the study puts forward suggestions for the further development of the collaborative economy in the EU. The study concludes that there is no single approach for creating a favourable regulatory environment for the collaborative economy, as most regulations affect both conventional and collaborative economy actors. Clear definitions for collaborative economy services along with a distinction between peer and professional activities (e.g. through thresholds) facilitate collaborative economy activities. Market access requirements proportionate to smaller and less frequent economic transactions, and enforcement measures tailored to collaborative providers, are additional encouraging factors. The provision of guidance on taxation and employment rules and support services targeted to the collaborative economy, although beneficial, are not commonly available. The alignment of regulatory frameworks within (and across) Member States is also important and it occurs more frequently in the transport than in the accommodation theme.

This books focuses on co-design, and more specifically, on the various forms co-design might take to tackle the most pressing societal challenges, introducing public-interest services as the main application field. To do so, it presents an extensive study conducted within a particular community of residents in Milan: this is a social innovation story integrated into the discipline of service design, which simultaneously deepens the related concepts of co-design, co-production and co-management of services. Drawing upon this experience and further studies, the book presents the idea of a collaborative infrastructure and its related infrastructuring process in ten steps, in order to explore the issues of incubation and replication of services and to extensively investigate the creation of those experimental spaces in which citizen participation is fostered and innovation in the public realm is pursued. Lastly, the book develops other lines of reflection on co-design seen, for example, as a form of cultural activism, as an instrument for building citizenship, and as a key competence for the public administration and thus as a public service itself.
