The Advanced Study Courses in the field of Marine Science and Technology were part of the training programme developed from 1989 until 1999 within MAST, the Marine Science and Technology Programme of the European Union. They were related to the core topics of MAST Programme, marine systems research, extreme marine environments, regional Sea research, coastal systems research and engineering, and marine technology. The main objectives of these study courses were to further advance education in topics at the forefront of scien tific and technological development in Europe, and to improve the communication between students and experienced scientists on a European and international level. Over the years the Programme sponsored around 30 Advanced Study Courses. They took place in ten different member states of the European Union and their contribution in the formation of a European scientific community was significant. They also encouraged exchanges and contacts with several countries around the world such as United States, the third Mediterranean countries and others. The Course on Ocean Forecasting was one ofthe most successful with regard to its con tent, number of applications for participation and students satisfaction. The coastal ocean is often characterized by vigorous, swiftly evolving fronts and eddies. These features bound waters of different characteristics and can have a high impact on operations and sensor performance. However, their complex dynamics make monitoring and prediction challenging. These features and other environmental conditions must be identified or forecast in near real time so that sampling can be designed to study them and operations can be modified to optimize performance based on their impact. This topic was one of the main research thrusts of a recent Joint Research Project (JRP) between the Naval Research Laboratory (NRL) and the NATO Undersea Research Centre (NURC). In the framework of this JRP, an international, collaborative research effort was developed involving more than 20 different research groups from seven countries. The research focused on winter and summer experiments in the central Adriatic Sea, an archetypal coastal area for fronts and eddies. NRL, in collaboration with the other institutions, implemented and tested a complete, real-time, coastal monitoring and prediction system during three?Dynamics of the Adriatic in Real-Time? (DART) cruises. Here we describe some tangible results and implications of the real-time monitoring and prediction thrust of this work.

As the nation's economic activities, security concerns, and stewardship of natural resources become increasingly complex and globally interrelated, they become ever more sensitive to adverse impacts from weather, climate, and other natural phenomena. For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

Global ocean forecast systems, developed under the Global Ocean Data Assimilation Experiment (GODAE), are a powerful means of assessing the impact of different components of the Global Ocean Observing System (GOOS). Using a range of analysis tools and approaches, GODAE systems are useful for quantifying the impact of different observation types on the quality of analyses and forecasts. This assessment includes both existing and future observation platforms. Many important conclusions can be drawn from these studies. It is clear that altimeter data are extremely important for constraining mesoscale variability in ocean forecast systems. The number of altimeters is also important. For example, near-real-time applications need data from four altimeters to achieve skill that is similar to systems using data from two altimeters in delayed mode. Another important result is that sea surface temperature is the only observation parameter that adequately monitors ocean properties in coastal regions and shallow seas. Assimilation of Argo data provides a significant, measurable improvement to GODAE systems, and is the only observation platform that provides global-scale information for constraining salinity. The complementary nature of different components of GOOS is now clear and the emergence of new assimilation techniques for observing system evaluation provides the GODAE community with a practical path toward routine GOOS monitoring.
