Mangrove ecosystem services have great value, especially to poor coastal communities. Rates of mangrove deforestation are among the highest of any ecosystem and the resulting loss of ecosystem services falls greatest on the poor. Consequently there is a need for conservation and restoration projects to maintain ecosystems service flows. This will require the both national conservation and restoration programmes and the participation of local communities to change local resource use patterns. A framework is developed to determine risk to mangrove ecosystems and used to analyse opportunities for mangrove forest carbon projects in Kenya. Analysis indicates that a third of carbon stored in Kenyan mangroves is at risk of emission. This has the potential to generate over US$1 million for conservation programmes and improving livelihoods of coastal poor communities. GIS modelling allows threats to mangroves to be analysed and aids location of successful projects or interventions. This tool can be developed accessibly to provide valuable input into coastal management plans, government climate change mitigation policy and community-based sustainable natural resource management.

While the role of mangroves is fully recognized in all countries' climate-change and environmental policies, only three (Indonesia, Malaysia and Philippines) explicitly referred to blue carbon terminology in their policies and established a national agency responsible for the development of a blue carbon strategy.The challenges associated with incorporating and implementing blue carbon into the NDCs of these 13 countries include a lack of data and standard methodology; weak technical capacity; a lack of coordination between government agencies and sectors; overlapping mandates and inconsistent policies; the increasing degradation of coastal wetland ecosystems; as well as funding constraints for developing and implementing policies and practices in programs focusing on the conservation of blue carbon ecosystems.Nevertheless, opportunities exist as stakeholders increase their understanding and awareness of blue carbon's role and importance at an international, national and sub-national level.The factors that can help stakeholders to seize these opportunities and contribute to the restoration of blue ecosystems include more policy and technical guidance for blue carbon management and reporting; further capacity enhancement; and improved coordination and information sharing among the relevant actors.

Coastal mangrove forests are known as one of the most productive ecosystems and efficient carbon (C) sinks on the planet. Mangroves store a substantial amount of organic C in below-ground sediment, which is known as “blue carbon (C)”. As anthropogenic factors have caused greenhouse gas (GHG) emissions and sea levels to increase, mangrove blue C has become a part of global climate change negotiations due to its potential for storing C and mitigating GHG emissions. However, these coastal forests are also currently under threat from major land-use and land-cover changes (LULCC) for aquaculture and agriculture, resulting in large amounts of deforested and degraded mangrove areas globally. Little is known about the range of impacts different LULCC have upon mangrove C dynamics (e.g. C storage, emission and sequestration). This systematic review protocol outlines the methodology to identify and quantify the impacts of LULCC upon the C dynamics of global mangrove forests. The forthcoming review will assess the magnitude of LULCC on natural and impacted mangroves and identify where research gaps remain on mangrove C dynamics
