"Book Abstract and Keywords: The study of Japanese politics has flourished over the past several decades. This Handbook provides a state-of-the-field overview for students and researchers of Japanese. The volume also serves to introduce Japanese politics to readers less familiar with Japan. In addition, the volume has a theme of "evaluating Japan's democracy." Taken as a whole, the volume provides a positive evaluation of the state of Japan's democracy. The volume is divided into two parts, roughly corresponding to domestic Japanese politics and Japan's international politics. The Fukushima Daiichi nuclear accident that followed the March 2011 tsunami and earthquake in Japan shocked the world. Nonformal Education and Civil Society in Japan critically examines an aspect of education that has received little attention to date: intentional teaching and learning activities that occur outside formal schooling. In the last two decades nonformal education has rapidly increased in extent and significance. This is because individual needs for education have become so diverse and rapidly changing that formal education alone is unable to satisfy them. Increasingly diverse demands on education resulted from a combination of transnational migration, heightened human rights awareness, the aging population, and competition in the globalised labour market. Some in the private sector saw this situation as a business opportunity. Others in the civil society volunteered to assist the vulnerable. The rise in nonformal education has also been facilitated by national policy developments since the 1990s. Drawing on case studies, this book illuminates a diverse range of nonformal education activities; and suggests that the nature of the relationship between nonformal education and mainstream schooling has changed. Not only have the two sectors become more interdependent, but the formal education sector increasingly acknowledges nonformal education’s important and necessary roles. These changes signal a significant departure from the past in the overall functioning of Japanese education. The case studies include: neighbourhood homework clubs for migrant children, community-based literacy classes, after-school care programs, sport clubs, alternative schools for long-term absent students, schools for foreigners, training in intercultural competence at universities and corporations, kôminkan (community halls), and lifelong learning for the seniors. This book is devoted to analyzing contemporary capitalism both in Japan and in the world economy by using the theoretical framework of the French régulation theory and by revisiting the theory of civil society in postwar Japan. The Japanese theory of civil society proposed unique thinking about “freedom and equality” and “human rights” in the postwar era but could not help to come up with effective concepts for an economic analysis of that capitalism of the period. On the other hand, the régulation theory born in the 1970s is well known by its definition of postwar capitalism as Fordism, based on the elaboration of a new conceptual framework, but it soon proved unable to directly explain Japan’s experience by that central concept of Fordism. Inspired by consideration of Japanese civil society and also by the regulationist framework, the author has forged new analytical concepts such as “companyism” to understand Japanese capitalism including the recent “lost decades”, and he elaborates more carefully the concepts of “growth regime” and “institutional change” to grasp the dynamics of the world economy including today’s neoliberal trend. The original benefits of the book consist in 1) reviving a Japanese theory of civil society in the postwar period, 2) applying the régulation theory to the analysis of contemporary Japan, and 3) offering theoretical reflections on the conception of the world economy. Consequently, the author pays special attention to the relationship between the political and the economic as well as regulationist tools and the theory of civil society’s perspective. The principal message of the book is that capitalism or the market economy must be supported by a sound civil society.

Although local neighborhood associations are found in many countries, Japan’s are distinguished by their ubiquity, scope of activities, and very high participation rates, making them important for the study of society and politics. Most Japanese belong to one local neighborhood association or another, making them Japan’s most numerous civil society organization, and one that powerfully shapes governance outcomes in the country. Japan's so-called 'peace constitution' renounces war as a sovereign right of the nation, and bans the nation from possessing any war potential. Yet Japan also maintains a large, world-class military organization, namely the Self-Defence Forces (SDF). In this book, Tomoyuki Sasaki explores how the SDF enlisted popular support from civil society and how civil society responded to the growth of the SDF. Japan's Postwar Military and Civil Society details the interactions between the SDF and civil society over four decades, from the launch of rearmament in 1950. These interactions include recruitment, civil engineering, disaster relief, anti-SDF litigation, state financial support for communities with bases, and a fear-mongering campaign against the Soviet Union. By examining these wide-range issues, the book demonstrates how the militarization of society advanced as the SDF consolidated its ideological and socio-economic ties with civil society and its role as a defender of popular welfare. While postwar Japan is often depicted as a peaceful society, this book challenges such a view, and illuminates the prominent presence of the military in people's everyday lives.
