"Small-scale industries in rural areas in China are today an essential element of regional development programs. This monograph analyzes two main development strategies. One involves technology choices in a number of industrial sectors, most of which were initiated during the Great Leap Forward in the late fifties. The scaling down of modern large-scale technology through a product or quality choice, combined with changes in the manufacturing processes, is discussed at some length for nitrogen chemical fertilizer and cement. The other approach is the integrated rural development strategy where a number of activities are integrated within or closely related to the commune system. This strategy includes industry as only one component of many instruments where improved public health, education, and improved agricultural technology contribute to achieving such policy objectives as increased employment and productivity."

Download Accelerating China's Rural Transformation Book in PDF, ePub and Kindle
QUOTE...two issues remain central to the [Chinese] government's rural development objectives: food security and poverty alleviation. China has made remarkable progress in meeting these goals: the economy, including the rural sector, has grown at phenomenal rates during the reform period.QUOTEWhile China's rural products, input, labor, and land markets are improving, they remain nascent. China still needs to foster several critical institutions, such as an effective fiscal system, a more efficient rural financial system, a workable land tenure arrangement, and a revamped trade and investment environment for agriculture. The primary purpose of this report is to identify and consolidate information on these crucial issues that impact on rural development in China. This report assesses strategic options from the perspective of efficiency, equitable development, and growth. It is intended to assist government officials and World Bank staff to prioritize policy and institutional reforms and public investment decisions in the rural sector.

Originally published in 1995 this volume examines and analyzes the factors that have made the township-village enterprise (TVE) such a driver of growth in the Chinese economy in recent years. The book analyzes the background of the TVE and discusses regional differences in TVE efficiency as well as examining the apparent contradiction of the success of the TVE despite the lack of well-defined property rights. Issues of rural-rural and rural-urban migration phenomena are discussed and the differences discussed between the Chinese economy and those of other developing nations.
