As in previous reports, estimates as to changes in the cost of the separate items entering into the family budget were weighted and combined to obtain the increase in the cost of living as a whole. Prices prevailing in 1914 were accepted as the base or starting point and changes since that time have, so far as possible, been calculated with reference to the mainte nance of the same standard of quality and quantity.
