The eighth round of Central and Eastern Eurobarometer surveys was carried out in Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Respondents were asked many questions that appeared in earlier surveys in this series. These included items on whether respondents felt that things in their country were going in the right or wrong direction, how satisfied they were with the way democracy was developing and how it was working in their country, and how much respect there now was for human rights. Respondents were also asked to identify the flags of different countries and organizations, to provide their impressions of the aims and activities of the European Union (EU), and to comment on which countries they believed their future was most closely tied to, how they would vote if referenda on the question of their country's membership in the EU and in NATO were held tomorrow, and the main reasons for their votes. Additional questions focused on which groups within their societies would likely benefit or lose out as ties between their country and the EU increased, whether their country or the EU itself benefited the most from the current relationship between the two, the ways they might hear about the activities of the EU, and if they wanted to learn more about what the EU was doing on a variety of economic and social issues. New questions explored whether respondents had ever heard of the United Nations, the European Union, or the Council of Europe, and whether they would be more or less likely to vote for EU membership if their country had first joined NATO. Demographic information collected on respondents covers sex, age, highest level of education completed, occupation, voting status, mother tongue and knowledge of other languages, which party they would vote for should there be a general election held tomorrow, nati ... Though the fall of the Soviet Union opened the way for states in central and eastern Europe to join the world of market-oriented Western democracies, the expected transitions have not been as easy, common, or smooth as sometimes perceived. Rachel A. Epstein investigates how liberal ideas and practices are embedded in transitioning societies and finds that success or failure depends largely on creating a social context in which incentives held out by international institutions are viewed as symbols of an emerging Western identity in the affected country. Epstein first explains how a liberal worldview and institutions like the European Union, World Bank, the International Monetary Fund, and the North Atlantic Treaty Organization go hand-in-hand and why Western nations assume that a broad and incremental program of incentives to join will encourage formerly authoritarian states to reform their political and economic systems. Using Hungary, Poland, Romania, and the Ukraine as case studies, she demonstrates the limits of conditionality in the face of national social perceptions and elucidates the three key points around which a consensus within the state must emerge before international institutions can expect liberalization: domestic officials must be uncertain about how changing policies will affect their interests; the status of international and domestic institutions must not be in jeopardy; and the proposed polices must seem credible. In making her case, Epstein cleverly bridges the gap between the rationalist and constructivist schools of thought. Offering new data on and fresh interpretations of reforming central bank policies, privatizing banks with foreign capital, democratizing civil-military relations, and denationalizing defense policy, In Pursuit of Liberalism extends well beyond the scope of previous book-length studies.

Widespread media interest into the Chechen conflict reflects an ongoing concern about the evolution of federal Russia. "Violence against women undermines women's core fundamental rights such as dignity, access to justice and gender equality. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.
