This document provides explanation, guidance, and direction concerning cathodic protection of concrete bridge elements to the highway engineer who wants to incorporate cathodic protection in a bridge project. The manual which provides background information on corrosion fundamentals, is divided into 3 parts: design, construction, and operation and maintenance. An appendix provides standard specifications for cathodic protection systems for both decks and substructures. The document is intended to be a useful reference for engineers who design and prepare specifications or who oversee turnkey operations.

Cathodic protection is accepted as a repair option for steel-reinforced structures that are undergoing corrosion caused by the presence of chlorides. The Strategic Highway Research Program (SHRP) issued a contract on cathodic protection of reinforced concrete bridge elements. The objective of part of that contract was to investigate the feasibility of improved and simplified control criteria. To this end, corrosion rates of steel in a concrete environment were measured relative to many factors, and then, data were used to appraise control criteria. This technical alert presents the results and recommendations based on that part of the work.

This is the final report in a study to demonstrate the feasibility of using cathodic protection (CP) on concrete bridge structures containing prestressed steel. The interim report, FHWA-RD-95-032, has more details on the installation of selected CP systems. Past laboratory and test yard studies had indicated that overprotection could result in the evolution of atomic hydrogen and the embrittlement of prestressing steel. Systems utilizing catalyzed titanium mesh, conductive rubber, and arc-sprayed zinc anodes were installed on prestressed pilings and girders of the Howard Frankland Bridge in Tampa, Florida; and systems using flame-sprayed zinc and conductive paint anodes were installed on the soffit of prestressed box beams of the Abbey Road and West 130th Street bridges near Cleveland, Ohio. For most of the components tested, CP was achieved safely and reliably without reaching conditions that could result in embrittlement of prestressed steel.

The deteriorating conditions of reinforced concrete bridges demands new and innovative technology for the repair and rehabilitation of these bridges. The damage caused by the corrosion of steel reinforcement is a prime factor of bridge deterioration. Cathodic protection is emerging as the leading method for the protection of these damaged bridges. The recent innovation of conductive concrete has led researchers to consider using this new concrete matrix for cathodic protection. This study determines the feasibility of conductive concrete for cathodic protection. Four test slabs were cast with conventional reinforced concrete specified by the Michigan Department of Transportation (MDOT) for bridge decks. Steel electrodes were placed on these conventional concrete slabs with a conductive concrete overlay. Conductive concrete is a proprietary concrete matrix which generates an electrical charge through the overlay. Once the concrete slabs were allowed to cure, the slabs were monitored to determine the effectiveness of the conductive concrete overlay for cathodic protection.

The conference focused on the major problem facing highway and bridge engineers: deterioration of concrete bridge decks caused by corrosion of the reinforcing steel. The conference was aimed primarily at giving bridge owners and engineers an understanding of cathodic protection as the only means to stop corrosion on bridge decks.
