Jointly, per annum, on the cost of the apartments or building employed for said library, the General Regulations of said Library to be adopted by the City Government Of Newburyport. On the 18th of September 1854, the Mayor laid before the City Council the above communication 5 which was referred to the Joint Committee on Public Instruction.
