This book contributes to our understanding of a neglected and poorly-understood concept within the development field: ‘capacity development’ in the context of human and organisational sustainable development. Relating ‘capacity development’ to other perspectives in development thinking and practice and giving an account of the concept’s genesis, the book introduces readers to recent empirical research initiatives that help to elucidate the concepts of capacity, capacity development, and capacity management. While capacity development initiatives and programmes have been used by most international and national agencies over the course of the last five decades, the term means different things to different people and especially to different major players in the international community. This weakens its effectiveness. This book therefore strives first of all to set ground rules that can be utilised by international aid providers such as UNDP, OECD, World Bank, and CIDA and practitioners alike.

This publication offers a framework for the empowerment of people living in poverty throughout the world that concentrates on increasing people's freedom of choice and action to shape their own lives. Based on analysis of practical experiences, the book identifies four key elements to support empowerment: information, inclusion and participation, improved accountability and local organisational capacity. This framework is then applied to five areas of action to improve development effectiveness: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid. It also offers twenty 'tools and practices' which concentrate on a wide-range of topics to support the empowerment of the poor.

"This book contains seven chapters, each of which presents one of more cases of action learning or capacity development. These cases have engaged the research and non-governmental communities in diverse settings in -- mostly -- Africa. All aimed to strengthen intellectual engagement and the culture of enquiry, as part of a knowledge translation process. This means that not only knowledge institutes and researchers participated but also problem owners, policymakers, practitioners, advocates and other end-users of research."--Publisher.

This edited collection demonstrates that the ideas inherent in social development are practical and not utopian. By discussing and delineating a social development approach, the book argues the need for practicing it at local or grassroots-level communities to promote universal social justice and wellbeing. Towards this end, several leading scholars have presented critical and inspiring thoughts on the significance and usefulness in development of genuine participation of people, bottom-up strategies, self-reliance, capacity building, and egalitarian and empowering partnerships. They also delve into hitherto neglected aspects of social development related to preparing personnel for social development work, ethical imperatives and a new social development paradigm. The world’s contemporary problems persist in part because the social development approach in its comprehensive form has not been planned and implemented at local, national and global levels. Social Development presents the optimistic argument that the application of social development ideas can help create a world in which almost all people’s wellbeing can be significantly enhanced.

Chapter OneCapacity training developmentfactorWhat exactly are we meant by capacity development? In individual training development view point, for example, capacity about training development can be any effort to teach someone to do something , or to it better. For others, it may be about creating new institutions or strengthening old ones. Some see capacity development is a focus on education and training, when others view it as improving individual rights, access or freedom. Thus, capacity development contains elements of all of the above. However, in organization training development view point, it sees capacity development as the progress through which individuals, organizations and societies obtain strengthen and maintain the capacities to set and achieve its own development objectives over time.I shall indicate this interesting question: Based on your own personal experiences, have you ever wondered why certain government institutions perform better than others? I feel the reason is because capacity development is about transformations that empower individuals, leaders, organizations and societies. If something doesn't lead to change that is generated, guided and lead sustained by those whom it is meant to benefit than it can't be said to have enhanced capacity, even of it has served a valid development purpose. Then, the government institution will perform better or worse than others. The difference between conventional training traditional development and capacity training development . I shall indicate the past conventional human development how for change in capacity human development. Firstly, on conventional training development aspect, it is the nowadays relationship between trainer and trainee(s). In general, any organization trainer will provide training to teach whose trainee(s) how to use the latest technology available on the market. Otherwise, on capacity training development aspect, training will be as an integral part of a comprehensive program addressing capacity issues on how to use the most reading available technology best suited to the organizations goals in a personal development plan, with build in incentive to apply the new skills, empowering / enabling trainee(s) to train others in using the technology , clearly articulating the benefits to personal performance to team performance and overall organizational efficiency and ability to fulfill its technology development.

African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.
