Capital acquisition funds (CAF) have been discussed as a new mechanism for financing fed. capital assets. As envisioned, CAFs would have 2 goals. First, CAFs would potentially improve decision-making by reflecting the annual cost for the use of capital in program budgets. 2nd, they would help ameliorate at the sub-unit level the effect of large increases in budget authority for capital projects, without forfeiting congressional controls requiring the full cost of capital assets to be provided up-front. This report describes: (1) how CAFs would likely operate; (2) the potential benefits & difficulties of CAFs, including alternative mechanisms for obtaining the benefits; & (3) several issues to weigh when considering implementation of CAFs. This report responds to requests to examine how the Department of the Interior's Bureau of Reclamation allocates construction costs for the Central Valley Project (CVP). The CVP, located in California's Central Valley Basin, is the Bureau's largest water resource project, with authorized construction costs totaling $6.55 billion as of September 30,1990. Initially authorized by the Congress under the Rivers and Harbors Act of 1935, construction of the CVP continues today, with over $2.85 billion spent on facilities that are completed and in service. The CVP supplies water for irrigation-about 85 percent is currently used for this purpose. Other purposes include municipal and industrial (M & I) use, hydroelectric power generation, flood control, recreation, and fish and wildlife conservation.-BKA.
