The book examines the outcomes of the fifth enlargement of the EU through the case of Bulgaria, an example of an accession state that has exhibited many of the difficulties inherent in reforms of transition and democratization in South-East Europe. The analysis focuses on the instance of EU-Europeanization prior to the state's accession into the EU. This allows for a coherent investigation of the effects of transformation that emanate from the preparation of the country for accession into a supranational union that has its own legal framework and market economic rules, promoting deep forms of integration. The analysis investigates the change at domestic level in the variables that the process of Europeanization impacts on: public institutions, policies and actors' cognition. To present the full range of outcomes, the analysis takes stock of changes in three areas of the acquis communautaire: (1) reforms of the rule of law, (2) industrial restructuring and (3) public procurement policy. The analysis of the rule of law demonstrates that path-dependent patterns are by and large preserved. Failure to establish adequate institutional capacities has led to an ineffective first-generation industrial restructuring. Second-generation industrial reforms have delivered much better outcomes, primarily as a result of the international recognition that the accession process granted the state. The third field public procurement policy has produced mixed evidence of Europeanization. It shows both path-dependent institutional patterns, as well as support for change in the way that domestic actors react to the application of the acquis. In conclusion, the book offers a new tentative model for conducting parallel reforms of democratization and European integration in accession states, characterised by a greater number of intervening variables. This is useful for the further enlargements of the EU to the countries of the Western Balkans and Turkey.

Seminar paper from the year 2013 in the subject Politics - Topic: European Union, grade: 2, Humboldt-University of Berlin, language: English, abstract: Since ancient times, the European countries have strived for unification. They have gone through many wars and alliances while trying to get to the idea that a unite Europe would be of everyone’s favor. In 1992 with the signing of the Maastricht contract, the two already existing European organizations- European Coal and Steel Community (ECSC) and the European Economic Community (EEC), form the European Union. In its essence, the EU is a general framework for the development of integration between countries. Among its main goals are to guarantee political freedom and economic prosperity, to ensure the free movement of people and goods throughout the Union and to establish a single currency and enrich every nation with the cultural values of the others. Any state which is a member of the European Union (or wishes to join it) should respect its values, including human dignity, freedom, democracy, equality, rule of law, and respect for human rights. These main goals of the European Union are important to mention, as first it should become clear why a country would like to join such an organization. Only then we could continue to investigate the reasons for the different development of each country and its path leading to European integration. With the adoption of the 10 countries of Central and Eastern Europe and the transformation of the Union into EU-27 the beginning of a new historical period in the development of European integration has been set. This analysis will focus on two transition countries, which after the collapse of communism in 1989, have been facing a great deal of issues concerning their future in Europe. Since 2004 (respectively 2007) Poland and Bulgaria belong to the European Union. Both countries had a relatively equal starting position after the transition to democracy, but a series of factors have been the reason for the faster and much more efficient development of Poland which in turn contributes to its earlier accession in the EU and its adjustment to the West European standards. The aim of this comparative analysis is to try to find out which factors have played a significant role in shaping today’s prosperity of Poland over Bulgaria. By using the comparative method we would be able to clearly distinguish between different variables and discover some national characteristics which might have influenced the dependent variable, namely the level of European integration.

This book explores the dynamics behind Romania’s relationship with the European Union from the collapse of the Ceaucescu regime in 1989, to its recent accession to the EU in 2007. As a completely up-to-date and detailed study, it identifies key developments in EU-Romania relations, as well as the challenges Romania faced in its efforts move from the margins of the European integration to EU membership. In so doing, the analysis contributes to wider debates about the dynamics underpinning EU enlargement. Moreover, the book reveals the consequences and limits of Europeanization. Romania and the European Union analyses: the impact of integration on the consolidation of democracy in Romania; the country’s economic development, in accordance with the EU’s Copenhagen criterion - the need for acceding states to possess a ‘functioning market economy’; the process of macroeconomic reform; the reform of its public administration; the country’s efforts in implementing the EU’s acquis in the areas of justice and home affairs –a focal point in the accession negotiations given Romania’s geographical location, and its vulnerability as a major transit point for illegal migration and trafficking into the EU – and securing its external borders; the EU’s role in promoting reform as well as the limits of EU influence the obstacles Romania has had to overcome in meeting the demanding pre-requisites of accession to the EU. This book identifies the EU’s role in promoting reform, but equally the limits of EU influence. It reveals the obstacles Romania has had to overcome in meeting the demanding pre-requisites of accession to the EU.

The effects of the Eastern enlargement, the biggest so far, are still felt across the European Union (EU). Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. The chapters in this book originally appeared in a special issue in the Journal of European Public Policy.
