Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

The region of the Balkans has become one of the emblematic features of the post-Cold War geography of international relations. Understanding the extension of the European zone of peace to the Balkans is at the heart of this pioneering work into the post-Cold War socialisation of the region. The Balkan countries have responded differently to the EU’s conditional offer of membership. This book examines the diverging compliance patterns of the Balkan accession states and asks why some of them have complied substantially, some only partially and others have defied the EU. The book examines the compliance of the Balkan states with the EU accession conditionality, arguing that the variation in the compliance behavior of Balkan governments hinges on three main factors – the legitimacy of the EU conditions as seen domestically in the accession states, the costs of compliance and the EU’s ability and willingness to use its superior power resources to impose compliance when faced with domestic defiance. Placing important events from the most recent political history of the Balkans in a broader historical perspective, the author evaluates the successes and failures of the EU’s state building policies in the Balkans, a geographical area of the highest priority for the EU’s foreign policy and a test case for the EU’s capacity and willingness for foreign policy action. The book examines the outcomes of the fifth enlargement of the EU through the case of Bulgaria, an example of an accession state that has exhibited many of the difficulties inherent in reforms of transition and democratization in South-East Europe. The analysis focuses on the instance of EU-Europeanization prior to the state's accession into the EU. This allows for a coherent investigation of the effects of transformation that emanate from the preparation of the country for accession into a supranational union that has its own legal framework and market economic rules, promoting deep forms of integration. The analysis investigates the change at domestic level in the variables that the process of Europeanization impacts on: public institutions, policies and actors' cognition. To present the full range of outcomes, the analysis takes stock of changes in three areas of the acquis communautaire: (1) reforms of the rule of law, (2) industrial restructuring and (3) public procurement policy. The analysis of the rule of law demonstrates that path-dependent patterns are by and large preserved. Failure to establish adequate institutional capacities has led to an ineffective first-generation industrial restructuring. Second-generation industrial reforms have delivered much better outcomes, primarily as a result of the international recognition that the accession process granted the state. The third field public procurement policy has produced mixed evidence of Europeanization. It shows both path-dependent institutional patterns, as well as support for change in the way that domestic actors react to the application of the acquis. In conclusion, the book offers a new tentative model for conducting parallel reforms of democratization and European integration in accession states, characterised by a greater number of intervening variables. This is useful for the further enlargements of the EU to the countries of the Western Balkans and Turkey.

In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.
