This edited volume represents a collective contribution to the current debates on developing university research capacity. The chapters in this volume offer empirical case studies from post-Soviet countries which share a common history, common policies and practices of higher education. This publication is a product of a new strategic partnership between universities and higher education institutes in Ireland and their counterparts in Malawi, Mozambique, Tanzania and Uganda. Research capacity building is the planned improvement of the capacity and competency of the higher education sector to conduct research that contributes to the alleviation of poverty and to achieving the Millennium Development Goals. Purpose: The study's purpose was to examine the faculty-driven organization's design and development that supports faculty research needs, track the emergence of the community of practice (CoP) and provide greater insight into continued organizational design iterations.Design/methodology/approach: In this longitudinal design case study, the authors employed different methods to collect and analyze archival, quantitative, and qualitative data to capture the phenomenon's complexity.Findings: The findings challenge the assumption that only formal organizational structures and top-down management approaches stimulate research and build research capacity in universities and propose a new sustainable and agile informal organizational structure and strategies to respond to faculty members' various research needs.Research limitations/implications: Future research is needed to investigate the tension between the individual researchers' and organizational needs, formal and informal organizational structures in universities, and create a culture that would stimulate research.Practical implications: Some of the recommended strategies and activities already have been implemented by the Research Consortium Committee (RCC), and faculty engagement in the RCC initiatives has increased. The practical implications are not limited to a College of Education (COE) context. The findings and the developed strategies could apply to many universities and colleges that desire to support their researchers. The research development officers, university administration, and policymakers can consider the results of the present study to develop a comprehensive framework for research capacity and infrastructure building from not only organizational but individual perspectives.Originality/value: This study provides one of the rare empirical investigations of the design, development, and evolution of researchers' needs-driven informal organization in higher education (HE) setting.

A planning committee of the National Academies of Sciences, Engineering, and Medicine convened a series of three hybrid workshops to examine the key issues highlighted in the National Academies 2022 consensus study report, Defense Research Capacity at Historically Black Colleges and Universities and Other Minority Institutions: Transitioning from Good Intentions to Measurable Outcomes. As Department of Defense and other partners sought to implement the 2022 report recommendations, key questions remained to be explored, particularly related to how to seek ways of building research capacity at minority institutions (MIs) and develop true partnerships between MIs, other institutions of higher education, and federal agencies. Higher education has recently been recognized as a key driver for societal growth in the Global South and capacity building of African universities is now widely included in donor policies. The question is; how do capacity building projects affect African universities, researchers and students? Universities and their scientific knowledges are often seen to have universal qualities; therefore, capacity building may appear straight forward. Higher Education and Capacity Building in Africa contests such universalistic notions. Inspired by ideas about the ‘geography of scientific knowledge’ it explores what role specific places and relationships have in knowledge production, and analyses how cultural experiences are included and excluded in teaching and research. Thus, the different chapters show how what constitutes legitimate scientific knowledge is negotiated and contested. In doing so, the chapters draw on discussions about the hegemony of Western thought in education and knowledge production.
