This open access book examines the implications of the COVID-19 Pandemic for education systems and argues that major education reforms will be necessary, particularly in the Global South, to address the learning loss caused by the pandemic. To inform those reforms, knowledge about the implementation reforms in the Global South is necessary, and such knowledge is seriously lacking as the existing literature on the implementation of educational change focused principally in reforms in countries in the Global North. This book contributes to address this gap by examining five major education reforms in India, Egypt, Taiwan, Vietnam, and Senegal, and by presenting two novel approaches to climate change education using a bottoms up strategy of reform. The chapters examine the implementation process drawing on a theoretical model of educational change by Reimers (published in Educating Students to Improve the World by Springer in 2020). The book concludes discussing the implementation of such reforms as an evolutionary and learning process, characterized by four dimensions: the goals of the reform, the drivers of the reform, the reform strategy, and the mindsets about educational change which undergird the implementation strategy.

"Building Back Better" (BBB) has been a popular slogan in disaster recovery efforts around the world, including the 2004 Indian Ocean Tsunami, the 2009 Samoan Tsunami, the 2010 Haiti Earthquake and the 2011 Great East Japan Earthquake. BBB has recently been identified as one of four priorities of action for disaster risk reduction globally in the next 15 years by the United Nations Sendai Framework. However, there has consistently been a mismatch and confusion in the interpretation of the phrase and what BBB encapsulates which has made proper implementation difficult and unsuccessful at times. This book explains the concept of "Building Back Better" as an innovative holistic approach to rebuilding a community following a disaster event in order to develop resilience. It begins by exploring the background, development and definitions of BBB. The theory behind establishing BBB as a holistic concept is explained and the internationally recognised BBB Framework developed by the authors is introduced and described. Each of the components of the Framework are explained in detail with findings from international research and case studies from the US, Haiti, Indonesia, Samoa, Sri Lanka, Vanuatu, Gaza, China, Australia, UK and New Zealand, providing practical recommendations for implementation in recovery projects. There is a focus on the translation of BBB theory into practice to assist implementers to use the BBB Framework and BBB Indicators introduced in this book as an effective tool to plan and implement disaster recovery projects. This book explores the reconstruction after the 2015 Gorkha Nepal earthquake, on the basis of the author’s first-hand experience that has been validated with empirical evidence. The last twenty years has seen the number of major floods more than double, from 1,389 to 3,254, while the incidence of storms grew from 1,457 to 2,034. Floods and storms were the most prevalent events. The central theme of this book is national land and infrastructure design in the age of the declining population and the recovery from the Great East Japan Earthquake in the affected regions in Japan. Based on the theory of spatial economics and evidence from Japanese history, the authors show that the growing economy with a population increase develops into a multi-cored and complex structure. In the population decline phase, however, such construction will be destabilized because of agglomeration economies in the central core. Then, a catastrophic shock that strikes may provoke the decline of the lower-rank-size provincial cities and their eventual disappearance if they compete only in lower prices of staple products. Not only is the practice bad for the residents; it also leads to lower national welfare resulting from the loss of diversity and overcrowded big cities. The authors argue that small local towns can recover and will be sustained if they will endeavor in innovative production by making good use of local natural resources and social capital. Under the ongoing declining population in Japan, an undesirable concentration in Tokyo will proceed further with increasing social cost and risk. The recent novel coronavirus pandemic has highlighted that concern.

The annual Asian Development Outlook, now in its 30th year, analyzes economic performance in the past year and forecasts performance in the next 2 years for the 45 economies in Asia and the Pacific that make up developing Asia. Growth prospects in developing Asia remain strong despite persistent external headwinds responsible for moderating expansion since 2017. Global trade and economic activity weakened toward the end of 2018, slowing growth in many economies in the region. The outlook is cloudy with risks that tilt to the downside. A drawn-out trade conflict could undermine trade and investment in the region, and US fiscal policy and the consequences of a disorderly Brexit could weigh on growth in the advanced economies and the People's Republic of China. Though the risk of sharp increases in US interest rates has subsided, policy makers must stay vigilant. Disasters are shaped by natural hazards and the dynamics of the economy, society, and environment in which they occur. They pose a growing threat to development and prosperity in the region, their consequences disproportionately severe in developing countries, especially for the poor and marginalized. As developing Asia is home to more than four-fifths of the people affected by disasters globally in the past 2 decades, the region must strengthen its disaster resilience. This means integrating disaster risk reduction into national development and investment plans, spending more on prevention for a better balance with spending on rescue and recovery, and pooling risk through insurance and reinsurance.
