Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

This book is a collection of articles, written by both academics and practitioners as an evidence base for citizen engagement through information and communication technologies (ICTs). In it, the authors ask: how do ICTs empower through participation, transparency and accountability? Specifically, the authors examine two principal questions: Are technologies an accelerator to closing the “accountability gap” – the space between the supply (governments, service providers) and demand (citizens, communities, civil society organizations or CSOs) that requires bridging for open and collaborative governance? And under what conditions does this occur? The introductory chapters lay the theoretical groundwork for understanding the potential of technologies to achieving intended goals. Chapter 1 takes us through the theoretical linkages between empowerment, participation, transparency and accountability. In Chapter 2, the authors devise an informational capability framework, relating human abilities and well-being to the use of ICTs. The chapters to follow highlight practical examples that operationalize ICT-led initiatives. Chapter 3 reviews a sample of projects targeting the goals of transparency and accountability in governance to make preliminary conclusions around what evidence exists to date, and where to go from here. In chapter 4, the author reviews the process of interactive community mapping (ICM) with examples that support general local development and others that mitigate natural disasters. Chapter 5 examines crowdsourcing in fragile states to track aid flows, report on incitement or organize grassroots movements. In chapter 6, the author reviews Check My School (CMS), a community monitoring project in the Philippines designed to track the provision of services in public schools. Chapter 7 introduces four key ICT-led, citizen-governance initiatives in primary health care in Karnataka, India. Chapter 8 analyzes the World Bank Institute’s use of ICTs in expanding citizen project input to understand the extent to which technologies can either engender a new “feedback loop” or ameliorate a “broken loop”. The authors’ analysis of the evidence signals ICTs as an accelerator to closing the “accountability gap”. In Chapter 9, the authors conclude with the Loch Ness model to illustrate how technologies contribute to shrinking the gap, why the gap remains open in many cases, and what can be done to help close it. This collection is a critical addition to existing literature on ICTs and citizen engagement for two main reasons: first, it is expansive, covering initiatives that leverage a wide range of technology tools, from mobile phone reporting to crowdsourcing to interactive mapping; second, it is the first of its kind to offer concrete recommendations on how to close feedback loops.

The Internet and related technologies have dramatically changed the way we live, work, socialize, and even topple national governments. As the Internet becomes increasingly pervasive across societies, we find more often that governments adopt Information Communication Technologies (ICTs) as part of their toolbox for facilitating efficient and citizen-oriented service delivery at all levels of government. Local governments across the major industrialized democracies have not been an exception to this trend and have set sail into the age of digital government. Closest to their citizens, towns and cities have adopted ICTs to facilitate electronic government (e-government). While research on local e-government functionality in terms of information dissemination, service delivery, and citizen engagement continues at an impressive empirical and methodological pace, gaps in our knowledge remain. Cross-national comparative research on local e-government that covers a wide range of municipalities in combination with in-depth case study analyses is lacking. Informed by a comparative case study approach, this book seeks to narrow that gap and offer practical policy solutions to facilitate local e-government. We do so by pursuing both a macro and micro perspective of e-government functionality in the federal republics of Germany and the United States and unitary France and Japan. The macro perspective focuses on the state and scope of e-government functionality across a large number of randomly selected municipalities of all sizes in these advanced industrialized countries. Based on a small sample of case studies, the micro perspective analyzes the successful implementation of e-government in Seattle (United States), Nuremberg (Germany), Bordeaux (France), and Shizuoka City (Japan).

Governments have done much to leverage information technology to deploy e-government services, but much work remains before the vision of e-government can be fully realized. As a result of this, a large and rapidly growing number of individual systems are employed for government-to-government (G2G) business across local and state levels. Furthermore, this multiplicity of systems of often said to be a significant impediment to effective work. Additionally, it is also a strain from the financial perspective since many systems need their own software, hardware, office space, security, as well as business rules (Stenberg & Austin 2007) (Kim & Bretschneider 2006). Therefore, in order to enable smooth performance of business functions on every system, local government personnel and officials are required to sign in and sign out when they use each system, demanding several log ins and passwords. Typically, data which is entered into one system cannot be used by other systems. Enormous number of duplicate requests for information are made and granted as independent individual organizations reply to uncoordinated requirements and requests, thereby posing a significant burden on the functioning and work processes of both local governments and state agencies and implies higher than required costs of every individual (Augustsan 2001). As a solution to this bottleneck, the New York State-Local Internet Gateway Prototype was developed for testing an alternative strategy to this present way of working. The main objective of this Prototype was to determine, demonstrate, and measure the key factors that are associated with a single point of contact to enable G2G work amongst local and state governments.
