In all parts of Asia, households devote considerable expenditures to private supplementary tutoring. This tutoring may contribute to students' achievement, but it also maintains and exacerbates social inequalities, diverts resources from other uses, and can contribute to inefficiencies in education systems. Such tutoring is widely called shadow education, because it mimics school systems. As the curriculum in the school system changes, so does the shadow. This study documents the scale and nature of shadow education in different parts of the region. Shadow education has been a major phenomenon in East Asia and it has far-reaching economic and social implications.

This book focuses on the so-called shadow education system of private supplementary tutoring. In parts of East Asia it has long existed on a large scale and it is now becoming increasingly evident in other parts of Asia and in Africa, Europe and North America. Pupils commonly receive fee-free education in public schools and then at the end of the day and/or during week-ends and vacations supplementary tutoring in the same subjects on a fee-paying basis.Supplementary private tutoring can have positive dimensions. It helps students to cover the curriculum, provides a structured occupation for pupils outside school hours, and provides incomes for the tutors. However, tutoring may also have negative dimensions. If left to market forces, tutoring is likely to maintain and increase social inequalities, and it can create excessive pressure for young people who have inadequate time for non-academic activities. Especially problematic are situations in which school teachers provide extra tutoring in exchange for fees from their regular pupils.This book begins by surveying the scale, nature and implications of the shadow education system in a range of settings. It then identifies possible government responses to the phenomenon and encourages a proactive approach to designing appropriate policies.

This volume offers insights into the role of private supplementary tutoring in the Middle East, and its far-reaching implications for social structures and mainstream education. Around the world, increasing numbers of children receive private tutoring to supplement their schooling. In much of the academic literature this is called shadow education because the content of tutoring commonly mimics that of schooling: as the curriculum changes in the schools, so it changes in the shadow. While much research and policy attention has focused on private tutoring in East Asia and some other world regions, less attention has been given to the topic in the Middle East. Drawing on both Arabic-language and English-language literature, this study commences with the global picture before comparing patterns within and among 12 Arabic-speaking countries of the Middle East. It presents the educational and cultural commonalities amongst these countries, examines the drivers of demand and supply of shadow education, and considers the dynamics of tutoring and how it impacts on education in schools. In addition to its pertinence within the Middle East itself, the book will be of considerable interest to academics and education policy makers broadly concerned with changing roles of the state and private sectors in education. Zhang analyses the phenomenon of private supplementary tutoring from a global perspective. The expansion of such tutoring alongside schooling is among the striking global shifts since the turn of the century. In many countries over half of the relevant cohorts of children receive private tutoring, with that proportion in some locations exceeding 80%. "Like many parents in the US, parents in China, increasingly concerned with their children's academic performance, are turning to for-profit businesses to help their children get ahead in school. China's educational testing industry (ETI) is now the world's largest and most vibrant for-profit education market, with almost one-tenth of China's enormous population attending ETI classes every year. We see the results in the US higher education system, as more than 70% of Chinese students studying in American universities have taken test-preparation classes for overseas standardized tests, such as the Test of English as a Foreign Language (TOEFL) and the Graduate Record Examination (GRE). In addition to telling an interesting educational story, sociologist Le Lin also tells a fascinating organizational one. A former insider at a Chinese ETI business, Lin shows how and why the Chinese educational testing industry evolved to become a for-profit industry dominated by private, formal, nationally operating, and globally financed corporations, despite restrictions the Chinese state placed on the industry. In addition to unpacking the industry-level evolution, he also probes the transformation at the organizational level: why do some organizations thrive while others fail during the transition to market capitalism? Lin answers these questions by looking closely at the opportunistic organizations that were founded by marginal entrepreneurs. He found that the more opportunistic practices, even those that did not always follow the law, thrived in this initially ambiguous industry. The marginal and opportunistic operators in the ETI implemented aggressive firing and hiring policies that kept a wide range of instructors available and even innovated new teaching practices that led to better student performance. The organizations that broke the rules were the ones that most often won the day. Ultimately, Lin shows that state policies against opportunistic practices unintentionally facilitated the domination of opportunists. As opportunists became rule-makers and diffused their practices across the industry, they pushed privatization and marketization from below. The case of Chinese ETI terrifically illustrates how opportunism is often destructive, but it can also be productive to the formation and function of a market"--

Private tutoring—supplementary, out-of-school instruction offered at a fee to individuals or groups—represents a substantial household expenditure, even in systems that claim to have free public education. It plays out across, alongside, and even within some school systems. Emerging as a ‘shadow education’, private tutoring now operates as a system and industry crossing national, regional, and social-class boundaries. Recent years have brought global expansion of private supplementary tutoring alongside regular school systems. This expansion has far-reaching implications for the nurturing of new generations, for social and economic development, and for the operation of school systems. Some dimensions are positive while other dimensions are problematic. Supplementary tutoring is especially visible in Asia. The formats of tutoring range from one-to-one provision to large classes. Some tutoring is provided by teachers and by specialist companies, while other tutoring is provided informally by university students and others. Using a comparative lens, this book examines possible government responses to the expansion of private supplementary tutoring. In general, the book suggests, the sector should be given more attention. The work shows wide diversity in the regulations introduced by governments in the Asian region. It notes not only that these governments can learn much from each other, but also that policy makers in other parts of the world can usefully look at patterns in Asia. The book also stresses the value of partnerships between governments, tutoring providers, schools, teachers' unions, and other bodies.
